VN, China anti-crime cooperation reviewed

The Ministries of Public Security of Vietnam and China held a conference in Hanoi on Nov. 26 to review cooperation in anti-crime activities between the two countries.

Major General Do Kim Tuyen, Deputy Head of the General Department for Anti-crime Police, Head of the Department for Social Order Investigation Police, said that Vietnam and China have a traditional friendship and the cooperation between the two public security ministries has constantly expanded in past years, bringing efficiency in prevention and fighting criminal, economic and drug crimes.

The two sides also actively exchanged information and experiences in maintaining social order and safety.

The criminal investigation forces of Vietnamese and Chinese police coordinated closely and implemented many measures, gaining important results in the prevention and fight against crime, while maintaining order and security along the common borderline.

In border localities, criminal investigation forces of the two countries coordinated to fight many transnational crime rings and drug and human trafficking rings.

Bai Shaokang, Director of Criminal Investigation Bureau of the Public Security Ministry of China, agreed with Vietnam ’s proposal to set up a hotline to strengthen the exchange of anti-crime information.

The Chinese side also presented several proposals to complete a mechanism to coordinate prevention and crime fighting activities, especially the trading of children and women across the border./.

Three arrested on suspicion of human trafficking

Police in the northern province of Lai Chau said they are investigating three people suspeted of attempting to smuggle a 13-year-old girl into China.

Police announced on Thursday, that hey had found that Hoang Thi Loan, 43, who has been previously convicted for human trafficking, returned to Cap Na Village from China on November 5.

She then met with Luong Thi Than, also 43, and asked the woman once convicted of drug trafficking to seek out some local girls so that she could sell them to China.

Most local girls had left the village to work, police said, so Than targeted Luong Thi Thai, who suffers from mental disorders.

Loan agreed to pay Than VND15 million (US$769.42) for the transaction, police said.

Than’s daughters, 16-year-old Lo Thi Ngoc and 15-year-old Lo Hoa Ut, also joined it, they added.

On November 7, Than hired a xe om for Ngoc and Ut to bring Thai to the adjacent Lao Cai, telling the girl’s family that she would be given a job washing dishes and cleaning homes there, according to police.

Loan was arrested while transporting Thai to China.

Lai Chau police said they are currently keeping Loan, Than and Ngoc in custody for their investigation. Ut, meanwhile, has been handed over to local authorities because she is still under age.

Vietnam rescues fishermen missing after Chinese release

Vietnam on Monday rescued nine fishermen who were stuck on the Hoang Sa (Paracel) Archipelago for two weeks after being released by China on October 11.

The fishermen from the central province of Quang Ngai were expected to return home this afternoon, officials said, adding that currently they were healthy and receiving attention from a group of doctors and health workers onboard.

Captain Mai Phung Luu and his crews were illegally detained by China on September 11 when they were fishing in Vietnamese waters off the coast of Hoang Sa. China accused them of using explosives in their fishing efforts and asked for 70,000 yuan (US$10,461) in fines.

However, following Vietnam’s demands that it free the fishermen and their boat unconditionally, China said it had released them on October 11.

But, since then, the fishermen disappeared for nearly one week. Luu called his family on October 16, saying they were staying on the archipelago’s Tru Cau Island after their boat was damaged by a big wave on their way home.

Luu said they drifted for five days before being rescued by a Chinese boat which later towed them to the island.

According to My, at around 11 a.m. Saturday Luu called his family, saying that they were safe at present.

The captain said after being released on Monday, the boat was damaged by a big wave on their way home and they drifted for more than five days, while all food and water ran out.

At 9 a.m. the same day, a Chinese boat found them and tugged them to the island, My quoted Luu as saying.

Luu then borrowed a telephone to call home, Vietnamnet reported, adding that the fishermen were repairing their boat to get back within the next one or two days.

Another news website, VnExpress, meanwhile, quoted Nguyen Hoa Binh, secretary of Quang Ngai’s Committee of the Party, as saying that local authorities have proposed that the Ministry of Foreign Affairs assists them in sending rescue boats to the island.

It is expected that rescue boats would tug Luu’s boat home this Tuesday, the news source said.

China frees Vietnamese fishermen unconditionally

China has unconditionally released nine fishermen who were arrested September 11, Defense Minister Phung Quang Thanh told the press in Hanoi Monday.

Thanh announced the release on the sidelines of the retreat of the first ASEAN Defense Ministers’ Meeting Plus (ADMM+).

Thanh applauded China's decision indicating that the release amounted to an act of goodwill.

China had previously demanded 70,000 yuan (US$10,461) in fines after accusing the Vietnamese citizens of using explosives for fishing.

However, the Vietnamese Ministry of Foreign Affairs responded that the Quang Ngai fishermen used only nets and lights in Vietnamese waters off the coast of the Hoang Sa Archipelago (Paracel Islands).

The ministry has issued repeated demands that China free the men unconditionally.

Asked how the two countries deal with the fact that China has continuously arrested Vietnamese fishermen when they are legally fishing at Vietnamese seas, Thanh said the two countries have established a joint patrol protocol between their naval forces.

This will help keep security at sea and make it easier for fishermen, he said.

The two countries have also discussed need for cooperation in research and rescue at sea, the minister said.

Over the past three years Vietnam has rescued 45 Chinese fishermen and China has praised the action, he added.

According to Thanh, Vietnam and China share both land and sea borders, so it’s inevitable that fishermen from both countries will occaisionally encroach on one another’s seas.

The boat full of fiserman has yet to return to Vietnam, however. Some fear it was released into open water without proper communication equipment.

23 foreigners nabbed in Binh Duong for financial fraud

Police in the southern province of Binh Duong Friday announced that they have arrested 23 foreigners alleged to have cheated many people in China and Taiwan.

The gang, led by Tsou Yung Cheng and Hsu Yung Shun, both Chinese, used laptops, telephones and the Internet to pose as police, prosecutors and other agencies in China and Taiwan, police said.

They then called people in China or Taiwan, asking them to transfer money to their bank accounts to deal with fake problems. For instance, they would tell the people that their bank accounts were being used for money laundering and the funds were necessary to deal with the problem, the police said.

Binh Duong police said that the gang, with 12 men and 11 women, were arrested at a house in An Phu Commune Wednesday night.

Another 13 foreigners were arrested in the Mekong Delta province of Can Tho in August and another 99 were taken into custody in Ho Chi Minh City in July also on suspicion of perpetrating similar fraud.

Initial investigations show that the organizations’ ringleaders are based in China, Hong Kong, Singapore and other Asian countries, and had been busted by local agencies before entering Vietnam as tourists.

According to Interpol, these types of criminals first appeared in Taiwan several years ago, and they stole hundreds of thousands to a million dollars in each case.

Vietnam joins Beijing charity sale

The Vietnamese pavilion, with a number of specialties such as coffee on show at an international charity sale in Beijing, China, was crowded with visitors and customers.

The event, the second of its kind so far, was opened on September 4, calling for “Love without border and financial assistance for the disabled”.

The charity event, drawing over 60 agencies of foreign diplomatic corps and international organisations in China, aimed to raise fund for the construction of community-based functional rehabilitation centres and improve life quality, such as the capacity of community integration, for the disabled in Gansu and He Bei provinces, which were hardest hit by recent huge mudslides.

A deputy president of the Chinese Federation of the Disabled, Tang Xiao Quan, expressed thanks to the foreign diplomatic corps and foreign business circles for their thoughtfulness and assistance to Chinese disabled people.

The latest survey showed that China was home to some 83 million disabled people, mostly in the countryside.

Vietnamese Days in China opens

A ceremony was held in Beijing on August 30 to mark the 65 th anniversary of Vietnam’s National Day and the 60 th anniversary of the Vietnam-China diplomatic ties, and launch the Vietnamese Days in China.

Prominent among nearly 700 representatives from Chinese agencies, the Sino-Vietnamese Friendship Association and diplomatic corps in Beijing was Abdul’ahat Abdurixit, Vice Chairman of the Chinese People’s Political Consultative Conference.

Addressing the event, Vietnamese Minister of Culture, Sports and Tourism Hoang Tuan Anh recalled the countries’ relations over the past 60 years, affirming Vietnam’s belief in the unceasing development of the Vietnam-China comprehensive strategic cooperation partnership, thus bringing prosperity and happiness for people of the two countries as well as contributing to peace, stability and development in the region and the world.

The stant to Chinese Foreign Minister Hu Zhengyao praised Vietnam ’s great achievements, saying he believed that the Vietnamese people under the leadership of the Communist Party of Vietnam will build Vietnam into a strong socialist country with rich people, and an equal, democratic and civilised society.

He hailed the significance of activities during the Vietnam-China friendship year and affirmed that the reality over the past 60 years had proved the two countries’ friendship meets the common aspiration and fundamental interest of both peoples, benefiting peace, stability and development in the region.

The Vietnamese Days in China programme, jointly held by the Vietnam Chamber of Commerce and Industry (VCCI) and the Vietnamese Embassy in China, includes various activities such as economic forums to boost cooperation in investment, trade and tourism, meetings of governmental and business, and Vietnamese traditional art performances.

Also on the same day, an economic forum on cooperation and investment was held in Beijing with the participation of nearly 300 Vietnamese and Chinese businesses./.

VN, Chinese heads laud nations' youth

HA NOI — The tradition of friendship between Viet Nam and China is a precious possession held in common by both nations, wrote Party General Secretary Nong Duc Manh in a letter to the Viet Nam-China Youth Festival.

The relationship had been fostered by the late Presidents Ho Chi Minh and Mao Zedong and generations of revolutionaries and people in both countries, the letter said.

The tradition of friendship was manifested in the comprehensive strategic co-operation and partnership forged by the two countries under the motto of ‘friendly neighbourliness, comprehensive co-operation, long-lasting stability and looking towards the future' and in the spirit of ‘good neighbours, good friends, good comrades and good partners,' Manh wrote in the letter.

In his own letter to the festival, Chinese President and Party leader Hu Jintao said China was committed along with Viet Nam to constantly boosting co-operation in every field and deepening exchanges and friendship between the two countries.

He reaffirmed the importance of exchanges between young people, which would help boost mutual understanding and bring the friendship closer to the hearts of all people in both countries. The future of the two countries and of the relationship belonged to the younger generations, he said.

The festival, taking place in Guangxi, China, is celebrating the 65th anniversary of diplomatic relations between Viet Nam and China. — VNS

Vietnam Days in China offers cooperation opportunities

The Vietnamese Days in China programme taking place from August 29-September 3 is to offer more opportunities for Vietnamese firms to set up and increase investment and cooperative ties with major groups from China and other Asian countries.

The programme, held by the Vietnam Chamber of Commerce and Industry (VCCI), also aims to promote the national image and to strengthen comprehensive political, diplomatic, cultural and economic ties between Vietnam and China.

The event includes a Vietnam-China economic forum, a trade and investment forum, a business-to-business meeting and a photographic exhibition called “ Vietnam – its land and people”.

The event is attended by Vietnamese Minister of Culture, Sports and Tourism, Hoang Anh Tuan and leaders from Vietnamese ministries, departments and provinces as well as Chinese businesses operating successfully in Vietnam.

Representatives from more than 100 Vietnamese businesses also take part in the event to conduct research into the market, and seek partners to expand their business.

A number of cooperation agreements and economic contracts are expected to be signed during the programme./.

Vietnam-China Youth Festival held in Guangxi

The Vietnam-China Youth Festival has been held in China’s Guangxi province, making it an outstanding event in the Vietnam-China Friendship Year 2010.

At the festival, which was held on August 28, youth from both countries received congratulatory letters from the General Secretary of the Communist Party of Vietnam (CPV), Nong Duc Manh, and the General Secretary of the Communist Party of China (CPC), Hu Jintao.

In his letter, General Secretary Manh reminded the young generation of the time-honoured relationship between China and Vietnam, founded and nurtured by President Ho Chi Minh and President Mao Zedong.

The relationship is a very important factor on both countries’ road to socialism, he said, adding that it is manifested vividly in comprehensive strategic cooperation partnership.

He expressed his hope that the young generation of both countries will make great efforts to strengthen the ties.

In his letter General Secretary Hu Jintao said he hoped the two countries’ youth will contribute their strength to national constructions, writing glorious histories on development of friendship and comprehensive strategic cooperate partnership between Vietnam and China .

Addressing the event, Ho Duc Viet, Politburo member and Head of the CPV Central Committee’s Commission for Organisation, emphasised that the Vietnamese Party, State, and people considered the festival to be one of the most important activities to celebrate the 60th anniversary of Vietnam-China diplomatic ties and the Vietnam-China Friendship Year 2010 and said it would strengthen the Vietnam-China relationship.

More activities will be celebrated by Vietnamese and Chinese Youth Unions to nurture the ties between the young generations of both countries, Viet added.

Li Yuanchao, Politburo member and Head of the Organisation of Department of the CPC Central Committee, expressed his belief that the festival would help contribute to further strengthening, tightening the friendship between two peoples, particularly young generation.

Participants had the chance to enjoy a gala night with a performance of traditional folk music by artists from both countries.

The warm and friendly festival concluded with a fireworks display and a performance of the Vietnam-China friendship song./.

Vietnam-China Youth Festival opens

The Vietnam-China Youth Festival opened in China’s Guangxi province on Wednesday, which expects to attract more than 7,000 Chinese delegates along with 3,000 Vietnamese youths in activities spanning eight Chinese cities over five days.

Speaking at the ceremony, Chen Jiwa, Vice Secretary of the Communist Party Committee of Guangxi expressed the belief that the festival will contribute to strengthening friendship, mutual understanding and trust between the two countries’ youth and people.

Lam Phuong Thanh, Permanent Secretary of Central Committee of Ho Chi Minh Communist Youth Union, said that under the framework of the 60th anniversary of Vietnam-China diplomatic ties and Vietnam-China Friendship Year 2010, the event is an important foundation to enhance cooperative relations and promote traditional friendship between the two nations.

With the theme, “Vietnamese and Chinese youths join hands to foster friendship”, the Vietnamese delegation will visit relics that are associated with Vietnam’s revolutionary history, join activities to protect the environment and attend exchanges with local young people and seminars on young people’s business start-up to foster cooperation between the youth of the two countries.

Festival activities will take place in Liuzhou, Guilin, Beihai, Quinzhou, Fangcheng Port, Baise, Chongzuo and Nanning.
