Prince Andrew gives scholarships to Vietnamese students

Prince Andrew, the UK’s Duke of York, announced an honorary scholarship fund for Vietnamese students at the British University Vietnam in Hanoi on Monday.

At the ceremony, Prince Andrew said that the arrival of the scholarship named after the prince himself is evidence of the UK’s wishes to develop a strategic partnership between the Vietnamese and UK governments, which reached new heights in September 2010.

President of the British University, Professor Graeme Davies said that the Prince Andrew scholarships will be granted to most outstanding Vietnamese senior secondary students who are enthusiastic about taking part in community activities.

The scholarships will be awarded to individuals who show potential of becoming leaders in government and business as well as academics, he added.

Three students will be selected to receive the scholarships, each worth US$30,500, next year, he said.

The Prudential Vietnam Insurance Company took the occasion to announce one scholarship for the most outstanding student to the British University Vietnam in 2011.

Founded on September 9, 2009, the wholly UK invested university grants London and Staffordshire certificates in five fields: accounting and business, accounting and finance, international business management, marketing management and banking and finance.

29 Vietnamese youths to join regional ship

A two-week training course for 29 young Vietnamese who will attend the 37th Ship for Southeast Asian Youth Program (SSEAYP) 2010 opened in Hanoi on Monday.

The Vietnamese youth, together with young people from Thailand, Malaysia, Singapore and Indonesia will join the program to be held in Japan between October 25 and December 16.

As planned, the Vietnamese delegation, led by Phan Thi Thuy Tram, Deputy Director of the Northern Investment Promotion Centre, the Ministry of Planning and Investment, will organize the “Vietnam Day” on Dec. 5.

This year’s program, themed “Youth Participation in Social Activities,” will offer the participants opportunities to analyze their role in the socio-economic development of each country and discuss activities to improve their involvement.

SSEAYP is a regional youth exchange program, drawing the participation of ten ASEAN members and Japan.

Starting in 1974 following the initiative of the governments of Japan, Indonesia, Malaysia, the Philippines, Singapore and Thailand, the program helps to strengthen friendship and mutual understanding between young Japanese and Southeast Asian people.

Flood victims get more foreign, domestic aid

The Chinese Red Cross has decided to grant 50,000 USD as relief aid to flood victims in central provinces of Vietnam.

The decision was announced on October 10 at a meeting between a representative of the Chinese Embassy and a representative of the Vietnamese Foreign Ministry, reported the ministry.

Earlier, the Chinese Embassy on October 8 had also donated 10,000 USD to the victims.

By October 11, the rain-triggered floods had left 66 people dead, 17 missing and 75 others injured, according to the National Steering Committee for Storm and Flood Control.

The floods caused an estimated damage worth over 2.5 trillion VND (roughly 127.5 million USD), of which nearly 1.4 trillion VND is from Quang Binh province, and polluted over 6,300 ha of residential areas, leaving 100,000 people facing shortages of fresh water.

Up to October 7, a large number of agencies, organisations and individuals across the country had registered and donated more than 20.8 billion VND to the flood victims./.

Hanoi’s millennium marked abroad

The festival raised nearly 1,570 USD and 5,835 CHY for flood victims in Vietnamm.

For the same purpose, the Vietnamese embassy in Mexico held a celebration on Oct. 9 in which Ambassador Pham Van Que called on the Vietnamese people in the country to contribute to consolidating the nation’s image on the international arena and expanding the fine relationship with the resident country.

He took the occasion to appeal for donations for flood victims in the homeland’s central provinces./.

US Secretary of Defence meets Hanoian students

The US Secretary of Defence Robert Gates talked with teachers, students and staff from the Hanoi National University on October 11 during his official visit to Vietnam to attend the ASEAN Defence Ministers’ Meeting Plus (ADMM+).

Gates said he was happy to visit Vietnam during the grand celebrations of the capital city’s millennium anniversary, saying it was an opportunity for both countries to consider how to deepen bilateral ties and make a concrete effort to contribute to regional peace and stability.

The development of Vietnam-US cooperative relations is not only of mutual interest but will also benefit Southeast Asia and Asia at large, he confirmed.

Gates used the occasion to highlight Vietnam ’s initiative to organise the ASEAN Defence Ministers’ Meeting, with eight of its partners taking part.

The ADMM+ is a chance for every party to understand issues of mutual concern and to increase cooperation to overcome security and defence challenges, he said.

This is Robert Gates’ first visit to Vietnam in his capacity as US Defence Secretary and the third time by a US Secretary of Defence since the normalisation of relations between the two countries in 1995./.

City to improve drug distribution

HCM City's wholesale medicine markets will be restructured to ensure quality and reduce the number of layers of intermediaries, the city Department of Health has said.

Pham Khanh Phong Lan, its deputy head, said wholesale markets that meet quality standards and function well would remain in operation.

But the markets in districts 1, 11, and 5 would be closed or restricted, she said.

Drug distributors failing to meet Good Distribution Practices (GDP) standards would also be closed down by the end of this year, she said.

GDP standards cover warehouses and other facilities for storing medicine and equipment for their transport.

"More than 70 percent of the 663 distributing companies in the city meet the standards," she said.

Furthermore, all pharmacies in the city will have to meet Good Pharmacy Practices standards by the end of next year, the department has said.

Only 1,000 out of the existing 4,000 do so.

The city would also regulate the operations of the 385 traditional medicine establishments, Lan added./.

Crackdown urged on low-grade fertilisers

The Ministry of Industry and Trade (MoIT) has asked local authorities and relevant agencies to strengthen the management of fertiliser products to prevent the purchase and use of fake and low quality products.

The Tin Tuc (News) newspaper reports that the ministry has asked local management agencies to conform to the Government's chemical industry development plan to 2010 with a vision to 2020.

Local agencies should strengthen investment in existing fertiliser plants and refrain from permitting NPK (nitrogen, phosphorous and potassium) fertiliser plants using outdated technologies, the report cites the ministry as saying.

Inspection agencies should focus on monitoring small-scale fertiliser producers whose facilities are not conducive to producing quality fertilisers as per original registration, it said.

Phung Ha, head of the ministry's Department of Chemicals, said the involvement of too many agencies has created management overlaps in the industry and resulted in several adverse impacts on the environment, the farmers and local producers.

Ha said ministries and sectors should perfect legal issues relating to the management of fertiliser production and trade.

Under current regulations, the Ministry of Agriculture and Rural Development (MARD) is responsible for managing organic fertilisers, including setting up plans for production and use, inspecting violations in fertiliser production and use, and working with other ministries and sectors to research and apply advanced technologies for organic fertiliser production.

Meanwhile, the MoIT is in charge of managing inorganic fertiliser production. The ministry has said it has an interdisciplinary team inspect inorganic fertiliser producers every year. Local market management agencies also work with competent agencies to regularly inspect fertiliser products.

Inspectors have found that most violations are related to trading registration, labels, quality, expiry dates and fake products.

The inspection results have also found that about 50 percent of inspected samples of NPK fertiliser failed to meet quality standards set by MARD.

Vietnam needs about 8.8-9 million tonnes of all kinds of fertilisers for farming this year, according to MoIT estimates.

Of this, local producers can only supply about 5.6 million tonnes. The rest has to be imported.

China is currently the largest fertiliser supplier, accounting for more than 40 percent of Vietnam's total fertiliser import value./.

Goods counterfeiters face heavier fines

Any organisation or individual that violates intellectual property rights will be fined from 2 million VND to 500 million VND (100-25,000 USD), according to a new decree that will take effect on November 9.

Intellectual-property rights violations include the act of selling, advertising, transporting, storing and displaying products for sale that are fake or are imitations of other trademarks.

Other violations include taking advantage of, or using products that violate the invention copyright, or using beneficial solutions or products made from the process that violates the invention copyright.

Companies and individuals will be fined between 10 million VND and 30 million VND for those who violate business confidentiality rights and for causing misunderstanding about business identity, business models and origin of the products through many means of business communications like advertisements or business documents.

Fines of between 1 million VND and 3 million VND will be charged for those who fail to follow inspection requests from relevant authorities about intellectual rights, such as refusing to agree to an inspection or fine imposed by inspection teams without any reason, or failing to provide sufficient or accurate information necessary for inspection and punishment.

The new decree will replace the old one that took effect on September 22, 2006./.

Fees to be waived for quarantined patients

Patients quarantined in medical offices and border gates will be exempted from paying hospital fees, according to a new Government decree.

Decree 101/2010/ND-CP, issued on September 30, includes detailed regulations on a number of points in the Law on Infectious Disease Prevention and Control, which was put into force on July 1, 2008.

Individuals will be quarantined if they are found to suffer from infectious diseases which can spread quickly and lead to a high number of fatalities, including polio, A-H1N1 flu, smallpox, cholera, tuberculosis, HIV/AIDS, diphtheria and rabies.

People will be isolated at border gates if the above diseases are discovered while they are trying to leave or enter the country.

The exemption will not apply to patients isolated in their own homes.

Patients will be isolated to their homes if they visit known epidemic areas or come into contact with patients suffering from the relevant diseases.

If isolated patients catch another disease during their quarantine, they will be required to pay hospital fees related to its treatment.

"At present, there has been no reported remarkable increase of these diseases," said Do Trung Dung, a doctor at the Viet Duc Hospital.

Patients may not be isolated in medical offices for more than 21 days or at border gates for more than two days.

The Decision will go into effect on November 15./.

What do you think about the red mud catastrophe in Hungary?

I’m very interested in this subject. The Hungarian red mud spill is obviously a warning to Vietnam as two bauxite mining projects are underway in the Central Highlands. Hungary has a hundred-year history of bauxite mining, and the MAL alumina plant is a huge and experienced company. Their catastrophe told us not to be careless with red mud.

The Vietnamese bauxite mining companies have assured that the red mud will be buried carefully. But it does not mean it will be safe after 20-30 years. It should be noted that the highest content of pH in red mud is 13, which is around 1 million times higher than the safe level.

If a similar catastrophe happens in the Central Highlands, the red mud will flow into Dong Nai River, threatening the lives and health of tens of millions of people.

What are the geological characteristics of the Central Highlands that may affect the process of bauxite mining?

The Central Highlands bauxite is the remnants of the weathered laterite crust on basalt rock formed in millions of years, which is different from the sedimentary bauxite dispersed in the limestone layers in Ha Giang, Lang Son and southern China.

The Central Highlands bauxite is the hard skeleton of the weathered crust, and is an important part of the structure of highland terrain. Whether in the hills or anywhere else, the bauxite is located on high places of the terrain.

Huge reserves of bauxite are in Dak Nong province, which is located on the roof of the Central Highlands, where the water just flows away. This means water supplies are limited to production activities that need much water such as bauxite mining and alumina production, and erosion will surely cause intense damage to downstream areas. If the red mud spill catastrophe happens here, red mud will quickly spread to the lower basin and it will be very difficult to control.

So underway bauxite mining projects in the Central Highlands will create huge red-mud lakes?

Red mud is a by-product/waste that derives from the alumina producing industries. It is composed of a mixture of solid and metallic oxide-bearing impurities, and presents one of the aluminium industry's most important disposal problems.

The red color is caused by the oxidized iron present, which can make up to 60 percent of the mass of the red mud. In addition to iron, the other dominant particles include silica, unleached residual aluminium, and titanium oxide.

Red mud cannot be disposed of easily. In most countries where red mud is produced, it is pumped into holding ponds. Red mud presents a problem as it takes up land area and can neither be built on nor farmed, even when dry.

Toxicity should be related to the disposal method practised and there is always a possibility of (heavy) metals leaching if the appropriate actions are not followed.

It is estimated that around 1.5 tons of red mud will be made from 1 ton of alumina. A report says the 15-year Nhan Co project will create some 9 million cubic meters of red mud, and the Tan Rai project, 80-90 million cubic meters. So we will need huge disposal lakes to contain the red mud.

What do you expect Vietnam will do to prevent a similar catastrophe?

First of all, relevant authorities must closely keep an eye on the process of bauxite mining, particularly the red-mud disposal lakes. But they will also have to calculate how to bury the red mud in a permanent way.

I think the best way, as proposed by many scientists, is that after bauxite mining is done in the Central Highlands, the red mud should be relocated to Binh Thuan province. Because it would be less dangerous if the red mud leak into the sea.

Bauxite mining companies have assured absolute safety for red-mud lakes. What do you think?

I was told that the disposal lakes’ bed will be covered with a layer of clay and a layer of cloth. The lakes will be divided into several sections, with a dyke system to be built to prevent rainfall. The dried mud will be covered with a layer of water-proof cloth and then covered by a 1-meter layer of soil. I hope the lakes will be well-protected in the process of mining.

But what is next? As the red-mud lakes are buried permanently in the Central Highlands, no one can tell what will happen after the projects are finished and developers leave the construction sites. Huge red-mud lakes will lie on the high places, which are prone to landslides. It will be a threat to the Central Highlands’ environment and the lower section of the Dong Nai River.

More kids suffering asthma

HCM CITY — More and more children have been rushed to hospitals due to asthma attacks, doctors in HCM City have said.

According to doctors from HCM City Children Hospital No. 1, more than 100 children in September were treated for serious asthma attacks. Most of the children were over five years old.

In previous months, hospitals had received few asthma patients of any age.

Dr Tran Anh Tuan, head of the hospital's respiratory illnesses department, attributed the increase in attacks to the stress of starting a new school year.

The hospital received one 15-year-old student from Vinh Long Province who suffered an attack because of exercising beyond his capacity.

The school contacted his family and then rushed him to the nearby hospital, but because of the seriousness of his complaint the student was taken to HCM City Children Hospital No. 1.

The patient's father said his son had had asthma since he was four years old, and about a year ago he had a similar attack when exercising at the school.

Dr Tuan said the increase in number of cases could be due to stress, excessive school homework, and inhalation of vehicular exhaust and dust on the way from home to school, especially during traffic jams.

He said that the number of patients with respiratory diseases had increased in recent years.

Many parents whose children were being treated at hospitals said they concealed their children's health problems because they feared that the schools would reject them.

Dr Tran Quynh Huong, of the same hospital, said asthma attacks could occur at any time and that parents must inform the school about their children's health issues.

Teachers should also learn about the disease and know what to do when a child experiences an asthma attack. — VNS

Fees to be waived for quarantined patients

HA NOI — Patients quarantined in medical offices and border gates will be exempted from paying hospital fees, according to a new Government decree.

Decree 101/2010/ND-CP, issued on September 30, includes detailed regulations on a number of points in the Law on Infectious Disease Prevention and Control, which was put into force on July 1, 2008.

Individuals will be quarantined if they are found to suffer from infectious diseases which can spread quickly and lead to a high number of fatalities, including polio, A-H1N1 flu, smallpox, cholera, tuberculosis, HIV/AIDS, diphtheria and rabies.

People will be isolated at border gates if the above diseases are discovered while they are trying to leave or enter the country.

The exemption will not apply to patients isolated in their own homes.

Patients will be isolated to their homes if they visit known epidemic areas or come into contact with patients suffering from the relevant diseases.

If isolated patients catch another disease during their quarantine, they will be required to pay hospital fees related to its treatment.

"At present, there has been no reported remarkable increase of these diseases," said Do Trung Dung, a doctor at the Viet Duc Hospital.

Patients may not be isolated in medical offices for more than 21 days or at border gates for more than two days.

The Decision will go into effect on November 15. — VNS

HCM City tests quality of groundwater

HCM CITY — The Department of Science and Technology is collecting 1,800 underground water samples in Go Vap District in HCM City to test for pollution level.

Based on the testing result, the department will propose measures to prevent pollution and limit the exploitation of underground water.

Underground water 50 metres beneath the ground surface is seriously polluted, especially in areas surrounding industrial parks and export processing zones in HCM City as well as Binh Hung Hoa Cemetery.

The excessive exploitation of underground water has also led to land-surface subsidence in many areas in District 6 and Binh Chanh and Thu Duc districts.

US firm launches ozone waste treatment plant

HCM CITY — The US-owned Green Life Corporation has launched an industrial wastewater treatment system that uses ozone.

It is designed and manufactured by its parent, Power Sanitation System Network (PSSN).

The CEO of PSSN, Duc Tran, underlined the importance of processing waste saying environmental degradation causes birth defects and serious diseases like cancer and hepatitis.

Italian NGO grants scholarships

DA NAng — An Italian non-governmental organisation, Care the People, granted 85 scholarships worth over VND93 million (US$4,770) to disadvantaged pupils and students in the central city of Da Nang yesterday.

The scholarships have been granted twice every year since 2003.

Since its launch, more than 800 students in the city have been granted scholarships worth over VND1 billion ($51,300). — VNS

Danang development plan focuses on tech, tourism

The government has approved Danang’s socio-economic master plan for the period through 2020 which seeks to develop the city into one of the country’s biggest metros and a service, port, and transport hub for the central region.

It envisages maintaining annual economic growth at 12-13 percent and export growth at 19-20 percent.

Tourism will be one of the main sources of income for the city at VND2.42 trillion (US$ 123 million) in 2015 and VND3.89 trillion($198 million) in 2020.

Industry will be developed selectively with an emphasis on technology.

Infrastructure will be improved by renovating Lien Chieu and Tho Quang ports, expanding and upgrading Tien Sa port and Danang International airport, and building highways to Quang Ngai Province.

Danang hopes to spearhead economic growth in its neighborhood and achieve per capita annual income of $5000.

"I am very happy to see my niece married, especially on such a special day. I would like to express my thanks to the city's Youth Union for organizing the wedding. I hope the couples will work hard to bring happiness to their family lives," said Dinh Thi Lam, aunt of the bride Pham Thi Hoa.

Ministry plans to raise height of Vietnamese

Vietnam hopes to increase the average height of men to 167cm and women to 157cm by 2020, according to a project drafted by the Ministry of Culture, Sports and Tourism.

To meet the target, work will focus on promoting physical exercise and ensuring school-based nutrition.

Average heights of Vietnamese men and women have increased during the past several years.

According to the ministry's survey on the physical health of people aged between 6-60 years in 22 out of 63 provinces and cities, the average height of Vietnamese men is 163.7cm.

The survey, conducted throughout 2000 and 2001 also found that on average a Vietnamese man can run 940m within five minutes.

The average height of a Vietnamese woman is 153.4cm and she can run 722m within five minutes.

The survey's results indicated an increase in Vietnamese people's height as compared with surveys carried out after the war ended in 1975. At that time average height for men was 155cm, while a woman's average height was 145cm.

However, an 18-year-old Vietnamese man is 13.1cm shorter than the international average height, while women's are 10.7cm shorter.

The new project on increasing people's height, which has been submitted to the Government, will be carried out in three stages.

First stage

During the first stage from 2011-15, the project will study the main factors affecting the physical strength and height of students aged between 6-18 years, and carry out pilot measures on nutrition and physical exercises.

From 2016-20, the project will expand its measures, while during the 2021-30 phase, it will carry out campaigns to raise public awareness on healthy lifestyles and physical strength and height.

At a meeting with authorized ministries on Wednesday, Deputy Prime Minister Nguyen Thien Nhan said that the project should pay attention to taking care of pregnant women and children aged younger than five years, as work in this area will help ensure an important foundation to further improving children's height and physical strength. He assigned the Health Ministry to preside over this issue.

Nhan said the project's management board should co-ordinate with schools to speed up greater promotion of sports activities for youth.

The project should join with the mass media to raise the profile of the issue in the public arena and aim for ensuring that by 2020, all mothers receive a consultation on reproductive health and care of babies.

Deputy director of the National Institute of Nutrition Le Danh Tuyen said nutrition plays a crucial role in improving the height and weight of children.

"To improve that area, pregnant women need to ensure they are getting sufficient essential vitamins which are available from a wide range of food," he said.

In addition, a diverse but balanced diet is required for children as well, Tuyen said.

Factory pledges to compensate enslaved laborers

A paper factory in the central highlands province of Dak Lak promised Thursday to pay 121 laborers whom they had enslaved for six months.

The payment will be completed by this December 12, according to a representative of Dak Lak Paper Materials Factory.

The laborers, all from Phuoc Son District in neighboring Quang Nam Province, were recruited to grow acacias in April for between VND1.8-2.1 million (US$92.4-107.8) a month.

However, according to the laborers, they weren't paid for months and were forced to engage in heavy manual labor without proper meals, adding that they couldn’t contact their families or leave their encampment in Dak R’mang Forest.

Some younger people managed to escape and enlist local agencies to rescue others.

According to the victims, they were introduced to recruiter Do Ngoc Lan, 44, via Ho Van Xia, chief of a hamlet in Phuoc Son District. Lan, meanwhile, told police he was contracted to do the recruitment by the factory.

Also Thursday, the paper factory paid VND20 million ($1,025) to the family of Ho Van Chuong, 32, who died from malaria while working in the forest.

Following the case, South Korea pledged to make Korean men looking to marry foreign women undergo a cultural education program.

More than one-third of South Korean men, most of them farmers and fishermen, married foreign women last year, according to figures released by Korean authorities.

Statistics from the South Korean Consulate General in Ho Chi Minh City showed that around 27,500 Vietnamese women had been granted marriage visas by 2008 and around 8,000 such visas were granted in 2009 alone. This means around 35,500 Vietnamese women had migrated to South Korea for marriage by the end of 2009.

Most of these marriages were conducted by illegal brokerage firms.

Over the last two decades, poverty has driven thousands of women from poor families, especially the Mekong Delta, to marry older men, mainly from South Korea and Taiwan.

Hanoi adjusts fireworks display again, tightens securityHanoi authorities have again scaled down a fireworks display planned for Sunday, following a deadly explosion this week, Vietnamnet reported Saturday.

In the latest move, Nguyen The Thao, chairman of Hanoi’s People’s Committee ordered that the display will take place at My Dinh Stadium’s stand B only, instead of both stands B and A.

According to news website VnExpress, most VIP guests, including international delegates, will sit at stand A.

Capital authorities also asked police to set up security around the staging area at stand B, VnExpress said, adding that all security measures for the grand festival will be strengthened as well.

On Wednesday two containers carrying fireworks exploded at the stadium, killing four people – one Singaporean and two Germans, and a Vietnamese.

The incident, according to Hanoi’s Police Department Director Nguyen Duc Nhanh, was caused by “mistakes” during transportation.

Two days after the explosion, Hanoi's committee of the Party announced that the city would cancel fireworks displays at 29 points around the city, except for My Dinh Stadium.

According to the committee, all the funds assigned for the country’s biggest-ever fireworks display, were instead sent to aid flood victims in the central region.

Asked about the possibility of saving money for flooded areas, considering all fireworks have already been imported from foreign countries, Municipal Party Committee Secretary Pham Quang Nghi told Vietnamnet that all fireworks, except for those planned at the stadium, were produced locally.

The city is also saving money by not buying more fireworks from other countries to make up for the loss after the explosion, he stressed.

In fact, municipal authorities have ordered the Hanoi International Manpower Supply and Trade Company Limited (Interserco) to buy new fireworks from Z212 Factory under the Ministry of National Defense, Vietnamnet reported.

Hanoi is also stepping up its fundraising efforts for flood victims in the central region, Nghi added.

So far, the city has sent VND5 billion (US$256,476) to affected provinces, according to Tuoi Tre.

A grand meeting and biggest-ever parade was held at Ba Dinh Square on October 10 to celebrate the 1000th anniversary of Thang Long-Hanoi.

The celebration honoured the armed forces and highlighted the tremendous achievements Hanoi and the country have recorded during 1,000 years of history, national construction and development, and during the Doi Moi (Renewal) process in which Hanoi has been honoured as a capital city of peace and friendship.

To begin the celebration, a torch was lit at Hanoi’s Millennial Anniversary cauldron. The torch symbolises eternal vitality of the Vietnamese nation and the flame of Ho Chi Minh’s thoughts which has lit the revolutionary path towards the goal of a prosperous people living in a powerful country with a just, democratic and civilised society.

Party and State leaders, along with the delegates, saluted the national flag while the military band played the national anthem and 21 canons fired a salvo.

In his speech, President Triet extended his best wishes and sincere thanks to people across the country, overseas Vietnamese and international friends for their special sentiments towards Hanoi on its 1000th grand anniversary.

1,000 years ago, in the autumn of 1010, King Ly Thai To issued the royal edict to transfer the capital from Hoa Lu to Thang Long, opening up a glorious period of development for the capital.

From that historic milestone to the Ho Chi Minh era, over 1,000 years of ups and downs, Thang Long-Hanoi has maintained its assured posture and indomitable spirit, deserving to be the heart of the whole country, he said.

“The 1000th anniversary of Thang Long-Hanoi gave us a chance to highlight the noble traditional values and priceless heritage of our ancestors and express our deep gratitude to those who founded the country as well as President Ho Chi Minh, revolutionary veterans, and heroic martyrs who laid down their lives for national independence and freedom,” Triet said.

“We are responsible for preserving and upholding the ancestors’ traditions and raising them to a new level in the Ho Chi Minh era,” he further said.

President Triet called on the whole population to unite and use energy, brain power and talent to build Hanoi into a civilised, modern and beautiful capital capable of keeping pace with other cities in the world.

Following President Triet’s speech, there was a grand parade with ten helicopters flying above carrying the Party and National flags and banners saying “The 1000th anniversary of Thang Long-Hanoi”.

The parade, the biggest of its kind, attracted the participation of representatives from different groups, including the army, war veterans, the youth, workers, farmers, intellectuals, State employees, entrepreneurs, religions, women and overseas Vietnamese.

The celebration concluded with art performance by 2,000 artists and actresses and with release of balloons and doves into the sky above historic Ba Dinh square./.

PM visits flood hit areas, OVs grant relief aid

Prime Minister Nguyen Tan Dung and a government delegation Saturday paid a visit to Quang Binh, the hardest-hit province by flood.

Floods has claimed 42 lives, left 17 missing and injured 45 others. Losses are estimated at VND1.3 trillion (US$68.4 million).

PM Dung and the delegation visited Duy Ninh commune, Quang Ninh district, one of localities suffering greatest losses in the historical floods.

Praising solidarity of people in the flood-hit areas, PM Dung asked the provincial Party Committee and local authorities to coordinate with relevant agencies to seek for missing people and assist families with dead and injured persons, as well as control epidemics and surmount damaged infrastructure, especially houses.

He also asked the provincial officials to mobilised forces, especially the medical sector to focus on environmental hygiene to prevent disease occurrence.

He required the province to promptly recover social welfare projects, particularly schools and medical stations for children to return school and provide medical checks-up to people.

The same day, the State Committee for Overseas Vietnamese Affairs informed that overseas Vietnamese has contributed over VND400 million ($21,000) to help flood victims in central provinces of Vietnam.

The donation was raised by the delegation of overseas Vietnamese, who are in Hanoi for the celebrations of the millennium birthday of the city.

Tran Duc Mau, Deputy Chairman of the State Committee for Overseas Vietnamese Affairs said that the committee will channel the donation to the victims as soon as possible.
