Spanish agency helps fight human trafficking

The Vietnam Women's Union and Spain's Agency for International Development and Co-operation (AECID) on Dec. 5 launched an information campaign aimed at fighting the trafficking of women and children, in the northern border province of Lang Son.

The launching ceremony drew the participation of over 500 delegates from border provinces of Lang Son, Lao Cai, Yen Bai, Bac Giang, Quang Ninh, Ha Giang, Tuyen Quang and Nghe An, as well as donors and international agencies.

On this occasion, photos and documents on experiences of victims of human trafficking, as well as their process of re-integrating into the community were introduced.

Activities to help victims of human trafficking under the project Peaceful House were also introduced.

The campaign called on all sectors, agencies and the community in the country and abroad to join hands to prevent crimes of this kind and help victims.

According to the Ministry of Public Security, there were 1,949 cases of human trafficking reported occurred, involving 4,793 victims from 2004./.

Hanoi commemorates King-Monk Tran Nhan Tong

The Hanoi Buddhist Sangha held an incense offering to King-Monk Tran Nhan Tong, the founder of Vietnam Zen Buddhism, in commemoration of his 702nd death anniversary at Ba Da pagoda on Dec. 5 (the 30th day of the tenth lunar month).

Most Venerable Thich Bao Nghiem, Vice Chairman of the Vietnam Buddhist Sangha’s Executive Committee, stated that King-Monk Tran Nhan Tong and his merit and religious career have gone down in the nation’s history and Vietnamese Buddhism in the cause of “defending the country and ensuring peace for the people”, uniting the entire people and promoting Buddhism in the modern era and the future.

Tran Nhan Tong (1258-1308), the third king of the Tran dynasty, ascended the throne when he was just 21. He was famed for defeating Mongol invaders twice during 15 years of his reign.

The king abdicated his throne at the age of 35 and spent the rest of his life on the Yen Tu Mountain practising and propagating Buddhism, and founding the Truc Lam School of Zen (the Bamboo Forest School ).

During that time, the King-Monk worked to unify different sects of Vietnamese Buddhism into Vietnamese Zen Buddhism.

The Vietnam Buddhist Sangha Central Committee has long observed the day King Tran Nhan Tong attained Nirvana (the first day of the eleventh lunar month) as the national anniversary of Vietnamese Buddhism.

Gov’t provides $17 mln for disaster-hit provinces

Prime Minister Nguyen Tan Dung has entrusted the Finance Ministry to extract VND335 billion (US$17.1 million) from the state budget and 8,600 tons of rice from the national reserve to support 11 provinces stricken by natural disasters.

The beneficiary localities include Quang Tri, Thua Thien-Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dak Lak and Thai Nguyen.

The PM also asked the Ministry of Labor, Invalids and Social Affairs to continue keeping close watch to the scarcity of food and hunger in localities hit by floods and report to him.

Chairmen of the provincial People’s Committees will be responsible for effectively managing and using the allocated cash and rice as well as actively mobilizing the local budget and other legal financial resources for surmounting the consequences of natural disasters, according to the decision.

On the same day, the PM signed another decision to provide lifeboats, chemicals and vaccines for Nghe An, Ha Tinh, Thua Thien-Hue, and Quang Ngai provinces.

Polluting firms told to treat waste water

Deputy Chairman of Hanoi People's Committee Nguyen Huy Tuong has asked manufacturers in Me Linh District's Quang Minh 1 Industrial Zone to connect to the zone's wastewater treatment facility by the end of the year.

The request came during a dialogue that he chaired on Thursday.

Only 37 out of 89 manufacturers in the zone are currently connected to the wastewater treatment facility, which has a capacity of 3,000 cubic meters a day.

The remaining 52 manufacturers are discharging wastewater directly into the surrounding environment.

Manufacturers blamed this on Nam Duc Property Investment and Development Company, the operator of the industrial zone.

They said the company refused to allow connection with facilities because they hadn't signed rental contracts. The two sides are yet to reach agreement.

Manufacturers also petitioned the city's authorities to investigate the company's investment in the zone and look at their preliminary contribution before the company took over the investment.

Tuong promised to organize an inspection with representatives from the Departments of Planning and Investment, Finance, and Construction to review land rental prices in the industrial zone and ensure they are reasonable.

He also asked the tenants to sign overall contracts with Nam Duc Company within the month.

The city's Department of Natural Resources and Environment will grant a water-discharging license to Nam Duc Company when all manufacturers complete connection with its wastewater treatment facility.

Quang Minh 1 Industrial Zone, with an area of around 350ha, is one of the biggest in the city. To date, it has attracted 126 investment projects which employ 18,000 people.

Hackers pose growing threat to internet banking system

Hackers attacked more than 1,000 websites last year, double the 2008 figure and three times more than that in 2007, said Pham Viet The, head of the Computing Department at the Ministry of Public Security.

A survey of 40 banks conducted by the Bach Khoa Inter-network Security Center (BKIS) found that 20 of them were unsecured.

The investigation revealed vulnerabilities in money transfers and discovered that the password recovery function to user accounts could also be used to change the customer's password.

Customer question and complaint forms could be used to install dangerous codes into the server and control the internet banking system, the survey found.

Banking security networks were always at risk of being attacked if they did not have proper management systems, said director of the Ministry of Information and Communications' Vietnam Computer Emergency Response Team (VNCERT) Vu Quoc Khanh, adding that the banking sector was a favorite target for hi-tech criminals.

Statistics show that 80 percent of banks nationwide have established, or planned to establish, internet banking solutions.

However, there is an agreement within the sector that internet banking increases the risk that banks will be attacked by network criminals.

Dang Manh Pho, director of the IT Department at the Bank for Investment and Development of Vietnam (BIDV), said the bank had made significant investments in technology, including a banking security system which accounted for 20-30 per cent of the total costs.

The bank spent VND1.6 trillion (US$82 million) on its banking security network in 2009 and another VND1 trillion ($47.6 million) in 2010.

BKIS experts offered solutions for banks to overcome the risks to their internet banking systems, such as independent assessments to determine the weaknesses in their systems combined with application of ISO 27001 standards on information security management, overall computer anti-virus solutions and digital signature certification to secure bank transactions.

Nguyen Minh Duc, general director of BKIS, said the existing vulnerabilities in network securities at Vietnamese banks was attributed to the lack of an independent security assessment process of internet banking systems as well as a lack of standards on information security.

New dyke needed to protect HCMC

A sea dyke system should be built in Vung Tau and Tien Giang provinces to reduce the effect of climate change, floods and salt-marsh contamination, experts have said.

The dyke system would not only reduce floods in Ho Chi Minh City, Go Cong and Dong Thap Muoi areas, but also support socio-economic development, according to Dao Xuan Hoc, Deputy Minister of Agriculture and Rural Development.

Hoc said at a HCMC conference on sea dike systems on Thursday that the dyke system would be 32 kilometers long and 50 meters wide, and a 56,000-ha lake would regulate tides and floods caused by rain.

The dyke system would contribute to reducing the salt-marsh contamination of the rivers Dong Nai, Sai Gon and Vam Co.

Costs for the construction of a sea dyke system is estimated at about VND30 trillion (US$1.5 billion).

The event's participants asked the ministry to conduct research on the project's investment capital mobilization, environmental effects and traffic and transport problems.

Organized by the Ministry of Agriculture and Rural Development, in co-operation with the city's People's Committee, the conference attracted dozens of agricultural officials and experts in the field.

Vietnam leads region in gender gap eradication

Vietnam is evaluated as the best performer in Southeast Asia in terms of eradicating gender gap over the past 20 years, said Minister of Labour, Invalids and Social Affairs Nguyen Thi Kim Ngan.

Ngan, who doubles as Head of the Vietnamese National Committee for the Advancement of Women, delivered the remark at a seminar “Enhancing women’s position in development and international integration” which was held in the central province of Khanh Hoa on Dec. 4.

The minister said Vietnam ’s gender development index (GDI) climbed to 0.732 in 2009, ranking 94 out of the surveyed 155 nations, from 0,537 – the 72 nd among the 130 countries worldwide in 2005.

The number of female National Assembly deputies currently accounts for almost 26 percent, making Vietnam top the list of eight Southeast Asian nations that have parliaments and 4 th in the Asia-Pacific region in terms of female parliamentations, Ngan added.

To enhance women’s position, UN Development Programme (UNDP) Country Director in Vietnam Setsuko Yamazaki suggested Vietnam improve the awareness and political will of women so that they could engage in the leadership.

Vietnam should also encourage localities to bring national gender equality policies into life and build up the capacity for women by organising training courses.

Meanwhile, Cao Tran Quoc Hai, Deputy Director of the Multilateral Economic Cooperation Department under the Ministry of Foreign Affairs, urged the government to complete the legal system and concerned policies, and establish specialised agencies to implement and monitor gender equality.

The seminar, co-hosted by the Vietnamese National Committee for the Advancement of Women, the Ministry of Labour, War Invalids and Social Affairs, the Ministry of Foreign Affairs and UNDP, saw the participation of almost 50 delegates and the ambassadors of Finland, Ireland, Canada and Laos to Vietnam./.
