Banks examine ATM security after robbery

HA NOI — Thieves broke into an ATM in Vinh City in the central province of Nghe An Province last Thursday.

Local police caught the thieves red-handed but this latest ATM robbery, the fifth in the county in the last two months, has raised concerns about security at ATM kiosks.

A representative from Techcombank, one of the "victims" of the wave of ATM heists, said the bank had appointed guards at its ATM kiosks round the clock. It had also reduced withdrawal times at ATMs with few customers to limit the risk of robbery.

Many other banks have started to review the security of their ATM booths.

However, this short-term measure makes life difficult for customers and reduces the competitiveness of banks.

At the recent Banking Vietnam 2010 exhibition and conference in HCM City, many security measures were discussed, including the instalment of induction alarms at ATM booths.

Governor of the State Bank of Viet Nam (SBV) Nguyen Van Giau said that while most of the 49 foreign banks operating in Viet Nam used modern technology to ensure the safety of their ATM systems, domestic banks did not.

In fact, banks ignored the induction anti-theft system when buying ATMs although this technology was compatible with most machines, he said.

Marketing Director of Diebold Company in Viet Nam - a software solutions and ATM provider - Le Thanh Binh said its customers included 15 banks with more than 1,300 ATMs but only one bank used the induction anti-theft system.

Most banks thought that cameras at ATM booths provided enough safety and were adequate when it came to identifying robbers or hackers. But practice showed this wasn't true, Binh added.

SBV has responded to the robberies by instructing banks to speed up their connection to the point-of-sale (POS) network at retail goods and services stores nationwide. This would reduce cash payments and lessen the associated risks.

Fifteen commercial banks and three card service corporations announced last Thursday that they would connect to the POS system in HCM City to make it easier for cardholders to pay without cash and reduce overload at ATMs.

The connection will be deployed at 131 merchant points in HCMC including supermarkets, commercial centres, fashion shops and telecommunications services and equipment shops.

However, the Head of the SBV's Payment Department Bui Quang Tien said the infrastructure for card payments remained limited to big cities and urban areas. Banks had yet to diversify their payment services.

He added that most people still paid in cash which meant they still used ATM to withdraw their money. — VNS

Hackers pose growing threat to internet banking system

Hackers attacked more than 1,000 websites last year, double the 2008 figure and three times more than that in 2007, said Pham Viet The, head of the Computing Department at the Ministry of Public Security.

A survey of 40 banks conducted by the Bach Khoa Inter-network Security Center (BKIS) found that 20 of them were unsecured.

The investigation revealed vulnerabilities in money transfers and discovered that the password recovery function to user accounts could also be used to change the customer's password.

Customer question and complaint forms could be used to install dangerous codes into the server and control the internet banking system, the survey found.

Banking security networks were always at risk of being attacked if they did not have proper management systems, said director of the Ministry of Information and Communications' Vietnam Computer Emergency Response Team (VNCERT) Vu Quoc Khanh, adding that the banking sector was a favorite target for hi-tech criminals.

Statistics show that 80 percent of banks nationwide have established, or planned to establish, internet banking solutions.

However, there is an agreement within the sector that internet banking increases the risk that banks will be attacked by network criminals.

Dang Manh Pho, director of the IT Department at the Bank for Investment and Development of Vietnam (BIDV), said the bank had made significant investments in technology, including a banking security system which accounted for 20-30 per cent of the total costs.

The bank spent VND1.6 trillion (US$82 million) on its banking security network in 2009 and another VND1 trillion ($47.6 million) in 2010.

BKIS experts offered solutions for banks to overcome the risks to their internet banking systems, such as independent assessments to determine the weaknesses in their systems combined with application of ISO 27001 standards on information security management, overall computer anti-virus solutions and digital signature certification to secure bank transactions.

Nguyen Minh Duc, general director of BKIS, said the existing vulnerabilities in network securities at Vietnamese banks was attributed to the lack of an independent security assessment process of internet banking systems as well as a lack of standards on information security.

Food security essential to socio-political stability

Ensuring food security will contribute actively to socio-political stability in each country and the world as a whole, said Vietnam ’s top government leader.

Prime Minister Nguyen Tan Dung emphasised the importance of rice in food security while addressing the third International Rice Conference in Hanoi on Nov.9.

“Rice is feeding over half of the world’s population. The staple is even more important to Asian countries, which are the world’s major rice producers and also consumers and are home to 60 percent of the people living in short of food,” PM Dung said.

He pointed out that ensuring food security remains a global challenge and it will face with numerous difficulties and challenges in years ahead.

To fulfill the target of halving the number of poor people worldwide by 2015, which is one of the eight Millennium Development Goals set by all nations 10 years ago, will require not only national efforts but also enthusiastic support by developed countries and international organisations and coordinated actions in the region and the world as a whole, PM Dung noted.

Highlighting the conference’s theme of “Rice for the future”, the PM said he hoped the event will provide a valuable opportunity for more than 1,000 participating scientists, managers and businesspeople to share information and experience, boost their cooperation, as well as seek solutions to further improve rice production and trade.

PM Dung told the participants that Vietnam has over the past 22 years exported a total of 75 million tonnes of rice worth 23 billion USD and has become the world’s second rice exporter.

“The Vietnamese Government has defined that food security in the long term and in all circumstances is one of the important contents in the country’s socio-economic development cause,” he said, noting that the government is working hard to fix shortcomings and weaknesses in rice production and trading.

He affirmed, “ Vietnam is willing to cooperate and share its experiences in rice production and trade with the international community and will make active contributions to ensuring food security in the globe”.

More than 300 reports and presentations will be delivered at the conference, dealing with policies relating to food security as well as cutting-edge scientific and technological advances to boost rice production.

At the event, PM Dung presented the Friendship Order to the International Rice Research Institute (IRRI) in recognition of its valuable assistance to Vietnam ’s rice farming over the past time./.

Blogger arrested for slander

Blogger arrested for slanderInvestigators from the Ministry of Public Security have detained a blogger in Ho Chi Minh City for allegedly slandering the family of a senior police official on her blog.

An anonymous police source told Thanh Nien on Monday (November 1) that 35-year-old Le Nguyen Huong Tra will be detained for two months while she is under investigation for “abusing democratic rights to harm the nation, organization and individual” – article 258 of the Penal Code.

On October 23, Tra, who blogged as Co gai Do Long (Do Long girl), was arrested and police carried out an inspection of her house on Banh Van Tran Street in Tan Binh District. Investigators said they confiscated several documents as evidence of the crime.

Investigators said Tra wrote a blog entry based on rumors where she slandered family members of Senior Lieutenant General Nguyen Khanh Toan – deputy minister of Public Security.

In her entry, Tra also raised questions about whether certain beauty queens and artists were “protected” because they were his son’s lovers.

Police said Tra confessed to posting an incorrect entry on her blog, VnExpress news website reported.

Cao Minh Nhan, vice head of the Anti-Crime Police Division under the Ministry of Public Security, said Tra’s action not only affected one individuals’ reputation but also harmed an organization, according to VnExpress.

On October 31, Tra’s mother and husband told the Tuoi Tre newspaper they had sent a letter of apology to Toan’s family asking for forgiveness. Meanwhile, Toan refused to comment and said he would let the relevant agencies deal with the issue according to Vietnamese law, the paper said.

In 2008, Tra was faced with a lawsuit after pop-star Phuong Thanh accused her of defamation in two blog entries. The Tan Binh District People’s Court dropped the case. An appeals court later demanded a fresh probe into the case. Investigations are still ongoing.

Offshore oil & gas security in spotlight

A two-day meeting of the Council for Security Cooperation in the Asia-Pacific (CSCAP) study group on security and safety of offshore oil and gas installations was held in the central city of Da Nang on Oct.7-8.

Participants at the workshop discussed challenges of the sector, especially during installation, operation and removal activities, and associated safety risks to the seaborne activities.

They also put forward measures to boost regional cooperation in order to ensure security and safety for oil rigs and offshore installations.

The workshop was jointly held by the Diplomatic Academy of Vientam and Singaporean and Australian CSCAP representatives.

The hosting of the workshop, held for the first time, highlighted Vietnam ’s role in CSCAP as well as in regional cooperation to ensure security and safety for offshore oil and gas installations, and maritime safety.

It is expected to help enhance Vietnam ’s prestige in dealing with regional and global issues, showing the country’s active involvement in the international integration process.

CSCAP was established on June 8, 1993 in Kuala Lumpur with the aim of building and boosting trust and security cooperation among regional countries and territories via an informal diplomatic channel between scholars and research institutes.

Since its establishment, the organisation has hosted many workshops and conducted significant research on regional security.

Recommendations of its study groups will be transferred to formal diplomatic channels, such as the ASEAN Regional Forum, for policy-making considerations.

As a CSCAP member, Vietnam has implemented its duties with full responsibilities in the spirit of the CSCAP Charter.

In the past three years, Vietnam was appointed co-chair of the CSCAP study group on countering the proliferation of weapons of mass destruction and hosted three group meetings in Vietnam .

Vietnam has also proposed the establishment of study groups on water-source protection, the first meeting of which is expected to be held in early 2011./.

A social worker explains reproductive health-related issues to a local in Da Nang City. — VNA/VNS Photo Duong Ngoc

HA NOI — The guarantee of constantly improved social security is a major task for the Party and the State, says Prime Minister Nguyen Tan Dung in an appraisal of Viet Nam's draft Socio-economic Development Strategy 2011-20.

The people's wellbeing not only reflects the nature of the administration but plays a significant role in ensuring socio-political stability and sustainable development, he writes in the article posted on the Government's website.

The Prime Minister says the alleviation of poverty should be sought in three ways:

Increasing the poor's access to public services, especially health, education, vocational training, legal aid, housing and potable water;

Promoting policies that secure productive land; preferential credits; encouraging both agriculture-forestry and aquaculture and developing crafts; and

Developing infrastructure for disadvantaged communes, hamlets and villages.

The policies and solutions for poverty reduction have had significant results and are highly appreciated by both the people and the international community, he says.

The figures show the rate of poor households has fallen from 29 per cent in 2002 to about 10 per cent this year; the divide in the standard of living between urban and rural Viet Nam has fallen from 2.3 times in 1999 to twofold in 2008.

The people's material and spiritual life has been considerably bettered.

Policies

The National Goal for Employment has benefited through many practical policies and generates more than 1.6 million new jobs for labourers each year to reduce the urban unemployment rate from 6.42 per cent in 2000 to about 4.6 per cent this year.

The utilisation of rural labour has partly raised income and living standards with per capita income up about 2.3 folds during the past ten years.

Three categories: Compulsory, voluntary and unemployment have been used to popularise social insurance:

The number of people buying compulsory insurance increased, from 4.8 million in 2001 to 9.4 million last year or 18 per cent of the total work force.

About 96,600 have bought voluntary social insurance since it was introduced almost three years ago and the number of unemployment insurance buyers is expected to reach 5.8 million this year.

The State fund for regular assistance and the number of its beneficiaries have increased from VND113 billion for more than 180,000 people in 2001 to VND4,500 billion for more than 1.6 million people this year.

Shortcomings

But shortcomings still hamper the guarantee of social security and welfare so that numerous households slip in and out of poverty and a high rate fall below the poverty benchmark each year.

Life for some, mostly the isolated and those in the highlands, remains difficult and the income still very wide.

Rural and urban underemployment still prevails.

Social security and welfare resources are scarce and mostly dependant on the State budget so that coverage is limited and pensions low.

Insurance services have not met the people's demands; their quality is poor and their procedures bureaucratic.

The PM says the weaknesses are rooted in maladministration, poor management, inefficiency, and inadequate awareness of the need for social security and welfare.

"We have not created a widespread social security and welfare system with active and sustainable mechanisms," he says.

"A system that can provide solid support for the poor people and help them escape poverty.

"And we have not mobilised the entire society's strong commitment to the guarantee of social security and welfare."

The draft Socio-economic Development Strategy says economic growth must harmoniously combine with social progress and equality.

Its task is to:

- Ceaselessly better the people's quality of life;

- To develop an abundant and effective social security system; and

- Create equal opportunities for all people to enjoy fundamental services and well-being.

Solutions

The PM says the following tasks and solutions must be met to meet these requirements:

Accelerate the realisation of socio-economic development programmes linked with job generation.

"We must perfect policies to encourage investment and provide preferences for enterprises which employ numerous labourers, especially in rural areas," he says.

"The National Goal for Employment must continue with the project for renewing and developing vocational training to 2020 together with vocational training for rural labourers via comprehensive, integrated and effective measures enforced.

"The labour market must be developed."

Develop, diversify and improve the insurance system, while designing sound preferential policies to encourage people to participate.

The development of an insurance system with the people's strong participation is an important way to share risk and help buyers of insurance deal with negative socio-economic and environmental impacts, says the prime minister.

This is particularly true within the context of the negative impact of the market economy, climate change and the rise of natural disasters and epidemics.

Implement a sustainable poverty-reduction programme.

"It is necessary to quicken the implementation of socio-economic development programmes to eradicate poverty in a quick and sustainable manner," the P M says.

"These should focus on the National Poverty Reduction Programme 2011-20 with a new poverty benchmark that suits our country's development and international standards.

"Policies and solutions for poverty reduction must be practical and consistent in production development and life assistance, job generation, and market access."

Apply preferential policies and social assistance policies to beneficiaries.

The task is to perfect policies and develop a flexible system of social assistance that can respond to disasters and accidents, boost prevention and response to natural calamities and the impact of climate change, especially in the regions regularly hit by storms and floods.

To establish local reserve funds and mechanisms to quickly help people.

Increase the State's resources so that it plays its role in bettering social welfare and diversifying fundamental social services.

The P M says it is necessary to boost the development of three types of social welfare funds: State-managed centralised funds; corporate funds; and community-based funds.

Services should also be diversified and integrated on a larger and larger scale, with higher and higher quality.

"We must transparently stipulate different types of social security and welfare services while removing difficulties and red-tape to facilitate the people's access to these services," he says.

Mobilise social participation in social security and welfare work.

Mechanisms and policies must be further perfected so that all entities can engage in providing more public services of better quality, the PM says. Favourable conditions for all citizens to exercise their responsibility and capacity to partake in the guarantee of social security and welfare services. — VNS
