Poor urban households on the rise, survey shows

HA NOI - The number of poor urban households, especially in Ha Noi and HCM City, have tended to rise and those in rural Viet Nam fall with the introduction of the Government's new poverty standards, reports Oxfam and ActionAids.

The findings are the result of a survey to see how city poor cope without proper employment and social security.

The report says the fall in the number of poor averaged 3.6 per cent for the years 2006-07 as the result of the national poverty reduction programme.

But it fell just 1.3 per cent against 2007 to 13 per cent in 2008.

The report attributes some of the rise to natural disasters, higher prices and the global financial crisis.

These factors had put low-income jobs at risk while the price for food and other necessities remained high.

Increased immigration to the two major cities has also contributed to the rise of poor urban households.

Immigrants are the major victims of city poverty, especially in urbanised suburbs, says the report.

Most of the immigrants think themselves temporary and do not register for social security.

ActionAids, Viet Nam, representative Hoang Phuong Thao said registered households are given priority in education, healthcare and credit.

The lack of registration made it difficult to have immigrant children apply for enrolment at State schools, she said.

They were also ineligible for tuition fee exemption and healthcare insurance cards. - VNS

UN, Vietnam talk about social protection floor

High-ranking talks on the Social Protection Floor (SPF) between the United Nations (UN) and the Vietnamese government took place in Hanoi on October 14.

Attending the talks were Michelle Bachelet, former Chilean President and Chair of the UN Social Protection Floor Advisory Group, Vietnamese Minister of Labour, War Invalids and Social Affairs (MoLISA) Nguyen Thi Kim Ngan and John Hendra, UN Permanent Coordinator in Vietnam .

Speaking at the event, the MoLISA Minister welcomed Michelle Bachelet’s visit to Vietnam to prepare for the implementation of the UN Initiative on Social Protection Floor.

Affirming Vietnam ’s consistent policy of ensuring and developing social security, Ngan shared the overall objective of the country’s 2011-2020 socio-economic development strategy in which Vietnam strives to become a middle-income country with the harmony of economic growth, social progress and equity, with continuously improving living standards and a diversified social protection system.

The talks offered a chance for Vietnam to access the basic contents of the UN Social Protection Floor Initiative, in order to share experiences and strengthen cooperation between Vietnam and the UN in the process of building and implementing the country’s 2011-2020 Social Security Strategy and the Social Security Project for 2011-2015, she added.

Michelle Bachelet said her visit aims to collect ideas for the compilation of a global report on social protection and Vietnam -- with its recent experiences in extending health insurance to more beneficiaries and readiness to implement its social security strategy -- will be a good example to be described in the report.

The UN official expressed her belief that the SPF will be an useful tool for Vietnam to reach the goals anticipated in the national social security strategy. She also said that the UN is ready to support the Vietnamese government in this field.

According to the UN, the SPF is a basic set of rights and transfers that enables and empowers all members of a society to access a minimum of goods and services in the fields of health, safe water and sanitation, education, food, housing, and asset/saving information.

The SPF emphasises the implementation of a comprehensive social security policy to ensure minimum services and income transfers for people, especially vulnerable groups, during their lives./.

Vietnam pays attention to social equality, says PM

Vietnam pays attention to social equality, says PM

Vietnam, through its development strategy, planned to boost economic development while ensuring social equality and environmental protection.

The statement was made by Prime Minister Nguyen Tan Dung at a reception for the Chair of the UN Social Protection Floor Advisory Group, Michelle Bachelet, who was the former Chilean President, in Hanoi on October 14.

According to the PM, together with economic development programmes, Vietnam was also implementing 40 social security programmes. Thanks to its sustainable development strategy, Vietnam has maintained its growth rate of nearly 7 percent during the 2006-2010 period despite impacts from the global economic crisis, he said.

However, PM Dung noted that Vietnam remained a low-income, developing country, so investment for education and health care as well as improving living standards and incomes was still a major challenge for the country.

The Government leader also suggested UN organisations continue cooperation and support for Vietnam in order to help the country better implement its social security programmes.

He affirmed that Vietnam would stand side by side with UN organisations, especially in developing people-centred goals.

At the meeting, PM Dung said he was pleased with the developing relationship between Vietnam and the UN in all aspects, including effective cooperation between Vietnamese agencies and UN bodies, especially a pilot “One-UN” programme in Vietnam .

He also spoke highly of the Initiative on the Social Protection Floor, saying that it was an initiative of humanity that represented the UN’s common goal of peace, cooperation and development for countries and peoples.

Michelle Bachelet expressed her admiration at Vietnam ’s social security achievements, saying that the country’s big success in this area should be mutiplied.

She said that the UN Initiative on Social Protection Floor, initiated and implemented by the International Labour Organisation (ILO) and the World Health Organisation (WHO), aimed to help countries avoid a collapse following the global economic crisis.

She affirmed that she would keep close watch on significant developments in Vietnam and would try her best to promote development of the country.

With its strong development in recent years, the UN official expressed her belief that Vietnam was well placed to cope with major global challenges./.

Technology helps improve efficiency

HA NOI — Investment in technology to develop a complete electronic payment system to control social insurance payments was key to improving the efficiency of payment collection.

That was the general agreement made by participants at the 26th ASEAN Social Security Association (ASSA) board meeting held in Ha Noi yesterday.

Hiroshi Yamabana from the Social Security Department of the International Labour Organisation, with over ten years of experience in the sector, said that investing in technology was expensive but more efficient than investing in human related elements.

Technology also helped insurance offices to keep track of employers and employee registration, which is an essential part of efficiently collecting insurance fees, said Juergen Meierkord from the German State Pensions Association, while presenting a successful model that his organisation had applied.

The need for social security planning has become crucial as socio-economic forces constantly reshape the environment, and the collection of social insurance contributions has become an urgent topic. Issues arising from the collection process and how to improve collection efficiency were therefore the main theme addressed at the meeting.

"The development of information systems by the Central Provident Fund of Singapore via e-submissions and the replacement of ID cards with smart cards in Thailand not only made the task more efficient, but also gave us models of successful collection systems," said the ASSA chairman, Winai Sawasdivorn.

Thai participant Variya Wongprecha from the Government Pension Fund said that the meeting was a great opportunity for her to build a network and exchange information with others in the field. "I like the German model very much as they use a paperless system. It is challenging to apply an electronic payment and registration system. However, Thailand has started to implement the process and we hope to have a 100 per cent computerised system in the near future," she said.

Vietnamese Deputy Minister of Labour, Invalid and Social Affairs and Director General of the Viet Nam Social Security Le Bach Hong yesterday was officially appointed as the new chair of ASSA for the 2010-11 term. — VNS

Vietnam gives priority to social security

Vietnam gives priority to social security

The government of Vietnam always considers social security as its top mission, and an important element for sustainable development of society, Deputy Prime Minister Nguyen Sinh Hung said.

The Deputy PM affirmed at the 26 th meeting of the ASEAN Social Security Association (ASSA) board opened in Hanoi on Sept. 16 that the passing of Laws on Social Insurance and Health Insurance and the application of the unemployment policy in 2009 were clear evidence of the government’s commitment to develop a robust social insurance system.

The workshop, hosted by Vietnam Social Insurance, drew nearly 100 delegates, including 60 foreign representatives coming from 21 official member organisations of eight ASEAN countries, two observer countries of Cambodia and Myanmar and visitors from the International Labour Organisation (ILO), the Republic of Korea’s Workers’ Compensation and Welfare Service (COMWEL) and German State Pensions (BfA).

ASSA, which represents health insurance and social insurance agencies in ASEAN countries, plays an important role in implementing social security as a pillar of the ASEAN community, the deputy PM said.

Restoring the economy and developing and ensuring social security in a sustainable way are the top priorities of ASEAN countries, Deputy PM Hung said.

To ensure social security for all the people in the region, ASSA members need to boost cooperation, exchange experiences and work out measures to overcome challenges posed by unemployment and an ageing population, and also provide better health services.

A workshop on reclaiming outstanding social insurance debts with the aim of sharing experiences on the matter was held within the framework of the meeting.

On the occasion, Vietnam Social Insurance’s General Director Le Bach Hong took over ASSA President for the 2010-2011 period.

Vietnam Social Insurance become a member of ASSA in 1998 and had first undertaken ASSA’s presidency during the 2002-2003 term.

The 27th ASSA meeting will be held in Singapore next March.-Enditem

HA NOI — The guarantee of constantly improved social security is a major task for the Party and the State, says Prime Minister Nguyen Tan Dung in an appraisal of Viet Nam's draft Socio-economic Development Strategy 2011-20.

The people's wellbeing not only reflects the nature of the administration but plays a significant role in ensuring socio-political stability and sustainable development, he writes in the article posted on the Government's website.

The Prime Minister says the alleviation of poverty should be sought in three ways:

Increasing the poor's access to public services, especially health, education, vocational training, legal aid, housing and potable water;

Promoting policies that secure productive land; preferential credits; encouraging both agriculture-forestry and aquaculture and developing crafts; and

Developing infrastructure for disadvantaged communes, hamlets and villages.

The policies and solutions for poverty reduction have had significant results and are highly appreciated by both the people and the international community, he says.

The figures show the rate of poor households has fallen from 29 per cent in 2002 to about 10 per cent this year; the divide in the standard of living between urban and rural Viet Nam has fallen from 2.3 times in 1999 to twofold in 2008.

The people's material and spiritual life has been considerably bettered.

Policies

The National Goal for Employment has benefited through many practical policies and generates more than 1.6 million new jobs for labourers each year to reduce the urban unemployment rate from 6.42 per cent in 2000 to about 4.6 per cent this year.

The utilisation of rural labour has partly raised income and living standards with per capita income up about 2.3 folds during the past ten years.

Three categories: Compulsory, voluntary and unemployment have been used to popularise social insurance:

The number of people buying compulsory insurance increased, from 4.8 million in 2001 to 9.4 million last year or 18 per cent of the total work force.

About 96,600 have bought voluntary social insurance since it was introduced almost three years ago and the number of unemployment insurance buyers is expected to reach 5.8 million this year.

The State fund for regular assistance and the number of its beneficiaries have increased from VND113 billion for more than 180,000 people in 2001 to VND4,500 billion for more than 1.6 million people this year.

Shortcomings

But shortcomings still hamper the guarantee of social security and welfare so that numerous households slip in and out of poverty and a high rate fall below the poverty benchmark each year.

Life for some, mostly the isolated and those in the highlands, remains difficult and the income still very wide.

Rural and urban underemployment still prevails.

Social security and welfare resources are scarce and mostly dependant on the State budget so that coverage is limited and pensions low.

Insurance services have not met the people's demands; their quality is poor and their procedures bureaucratic.

The PM says the weaknesses are rooted in maladministration, poor management, inefficiency, and inadequate awareness of the need for social security and welfare.

"We have not created a widespread social security and welfare system with active and sustainable mechanisms," he says.

"A system that can provide solid support for the poor people and help them escape poverty.

"And we have not mobilised the entire society's strong commitment to the guarantee of social security and welfare."

The draft Socio-economic Development Strategy says economic growth must harmoniously combine with social progress and equality.

Its task is to:

- Ceaselessly better the people's quality of life;

- To develop an abundant and effective social security system; and

- Create equal opportunities for all people to enjoy fundamental services and well-being.

Solutions

The PM says the following tasks and solutions must be met to meet these requirements:

Accelerate the realisation of socio-economic development programmes linked with job generation.

"We must perfect policies to encourage investment and provide preferences for enterprises which employ numerous labourers, especially in rural areas," he says.

"The National Goal for Employment must continue with the project for renewing and developing vocational training to 2020 together with vocational training for rural labourers via comprehensive, integrated and effective measures enforced.

"The labour market must be developed."

Develop, diversify and improve the insurance system, while designing sound preferential policies to encourage people to participate.

The development of an insurance system with the people's strong participation is an important way to share risk and help buyers of insurance deal with negative socio-economic and environmental impacts, says the prime minister.

This is particularly true within the context of the negative impact of the market economy, climate change and the rise of natural disasters and epidemics.

Implement a sustainable poverty-reduction programme.

"It is necessary to quicken the implementation of socio-economic development programmes to eradicate poverty in a quick and sustainable manner," the P M says.

"These should focus on the National Poverty Reduction Programme 2011-20 with a new poverty benchmark that suits our country's development and international standards.

"Policies and solutions for poverty reduction must be practical and consistent in production development and life assistance, job generation, and market access."

Apply preferential policies and social assistance policies to beneficiaries.

The task is to perfect policies and develop a flexible system of social assistance that can respond to disasters and accidents, boost prevention and response to natural calamities and the impact of climate change, especially in the regions regularly hit by storms and floods.

To establish local reserve funds and mechanisms to quickly help people.

Increase the State's resources so that it plays its role in bettering social welfare and diversifying fundamental social services.

The P M says it is necessary to boost the development of three types of social welfare funds: State-managed centralised funds; corporate funds; and community-based funds.

Services should also be diversified and integrated on a larger and larger scale, with higher and higher quality.

"We must transparently stipulate different types of social security and welfare services while removing difficulties and red-tape to facilitate the people's access to these services," he says.

Mobilise social participation in social security and welfare work.

Mechanisms and policies must be further perfected so that all entities can engage in providing more public services of better quality, the PM says. Favourable conditions for all citizens to exercise their responsibility and capacity to partake in the guarantee of social security and welfare services. — VNS
