Japan finalises port city strategy research

The Japan International Cooperation Agency (JICA) on October 13 handed over its final research on a development strategy for Da Nang city.

The research aims to help build development strategies for the central port city that prioritize harmony in development between urban and rural areas, ensuring a sustainable future for Da Nang and its neighbouring provinces, including Thua Thien-Hue, Quang Nam and Quang Ngai.

The research focuses on major targets of development strategies that promote regional connection in the key economic zone of the central region, a master plan on major city development up till 2025 and short-term programmes of action till 2015 for Da Nang city.

The project aims to help the central key economic zone avoid problems affecting the northern and southern key economic zones due to poor management of booming investment projects.

Hanoi and Ho Chi Minh City are facing major traffic jams and traffic accidents, serious environmental pollution, dire shortages of dwelling houses, poor management of solid wastes, decrease in tree cover, a surge in crime and a widening gap between rich and poor.

The result of the JICA research was opened to public in an exhibition on the day it was handed over to the Da Nang administration.

Also on display is the result of DaCRISS-funded research to collect public opinion on a development strategy for the central key economic zone as well as a master plan on urban development for Da Nang.

The exhibition, scheduled to last until October 19, is also expected to help ordinary people further understand urban issues related to the city and the region as whole./.

HCM City set to fund 12 modern bio-laboratories

HCM CITY — The Biotechnology Centre of HCM City will get subsidies from the city to build 12 advanced laboratories at a cost of US$24 million.

The first six will be built by 2012 and focus on research in agriculture and aquaculture.

The rest will be built by 2015 for research in healthcare and environmental applications.

Duong Hoa Xo, director of the centre, admitted that all 12 cannot be built at the same time because there are not enough professional staff.

He pointed to many other laboratories in the city into which millions of US dollars were sunk but are not fully utilised due to the lack of personnel.

The 12 laboratories will need 200 – 300 researchers and the centre plans to gradually increase the number of experts it can deploy, he said.

Since 2007 it has sent 17 people abroad to pursue master's degrees and doctorates in bio-technology and plans to send six more this year to Canada, South Korea, Japan and other places.

Achievements

Between 2006 and 2009, the centre opened a laboratory each for research in plant-cell technology, nano-bio-technology, and micro-organism technology.

It has also built a plant that makes bio-tech products for test purposes.

All of them are functioning successfully, according to Xo.

The centre has made a kit for PCR (polymerase chain reaction) that aids easy diagnosis of four shrimp diseases at 50 per cent cost of imported kits.

PCR is a technique in which a small fragment of DNA can be rapidly duplicated many times and used to quickly detect pathogens.

PCR applications are commonly used at research centres and hospitals around the country.

The centre has now developed a replacement for PCR kits called the lamp kit. It is a new technology that is simpler and cheaper since it does not need high-cost equipment to operate.

Lamp kits are likely to replace PCR kits in the near future, Xo said.

The centre's agricultural research has led to successful breeding of seven groups of orchids.

Between 2007 and 2009, it produced more than 300,000 seedlings of various groups of orchids, supplying most of them to HCM City and neighbouring provinces.

It is developing a programme to grow clean vegetables using technology to supply the city market and has transferred the technology required to make organic fertilisers.

The 23-ha Biotechnology Centre of HCM City, situated in District 12, was set up at a cost of $100 million in 2004 by the city People's Committee. — VNS

Viet Nam determined to be a maths powerhouse

HA NOI — Viet Nam will spend about VND650 billion (US$34.2 million) to develop its expertise in mathematics during the next ten years.

A national programme aimed at fostering maths research, application and teaching, both qualitatively and quantitatively, has been approved by Prime Minister Nguyen Tan Dung.

Viet Nam aims to be one of the top 40 countries in relation to maths by 2020, a big leap forward from its current rank of 54th.

The programme sets detailed goals, which includes substantially boosting the ranks of qualified university maths lecturers. Authorities hope that more than 70 per cent of maths lecturers at large universities will be PhD degree holders by 2020.

Twice as many

The number of internationally declared research projects by Vietnamese mathematicians is expected to double over the current number, which accounts for only 0.21 per cent of the world's maths research.

An Advanced Mathematical Research Institute will also be built as the first step to achieve the plan's targets.

The institute will provide support to mathematical research projects and top-level mathematical training to university lecturers, mathematicians, new PhD degree holders and researchers. It will also implement outstanding, highly-applicable mathematical research projects and ideas.

More efforts will be spent on improving classes specialising in maths at the secondary and tertiary level, with exams held to select outstanding maths students for scholarships and training to raise the quality of maths teachers.

University Maths lecturers will also be encouraged to focus more on research and mathematical researchers and lecturers will be offered opportunities to study abroad on exchange programmes.

World-leading mathematicians, including Vietnamese living overseas, will be invited to come to Viet Nam for training, research and implementation of key mathematical research.

Funding will focus on major mathematical research projects that have practical uses, while authorities will also prioritise the hosting of international and national mathematical conferences, including the Asian Mathematical Congress, which Viet Nam will host in 2017.

Tran Quoc Huy, a mathematics degree holder working at an IT company, said the prog-ramme addresses the neglect of maths.

"I'm glad that the country has recognised the importance of maths, which has been seen as less important than many other modern sciences in Viet Nam during the past decade," Huy said.

Minister of Education and Training Pham Vu Luan said excellence in maths is prized around the world.

Therefore, Viet Nam needed to follow the lessons learned at the world's mathematical institutes.

Mathematics is already one of the country's most developed basic sciences, which Viet Nam has developed since 1954, which is reflected in the country's strong performance at International Mathematical Olympiads for students.

Among the latest efforts, six Vietnamese students attending the 51st International Mathematical Olympiad in Astana, Kazakhstan last July won one gold, four silver and one bronze medals.

Other success stories include renowned professor Ngo Bao Chau, who will be a plenary speaker at the 2010 International Congress of Mathematics, held in India today. He is a strong candidate for the Fields Medal, the ‘Nobel prize of mathematics', at the event.

Not modern

However, no current mathematics faculty at Vietnamese universities uses modern mathematics teaching methods, according to Professor Le Tuan Hoa, deputy head of the Mathematics Institute.

Meanwhile, the number of good students who choose to pursue mathematics as their first degree was on a decline, he said.

Only 850 Vietnamese scientists have ever completed a mathematical research work.

The total number of Vietnamese mathematicians still pursuing a mathematical career was now less than the size of a mathematics faculty at a university in developed countries, said Hoa. —VNS
