Gia Lai province to focus on national unity

The Party Committee of the Central Highlands province of Gia Lai should see national unity as a life and death issue, a force to fight various kinds of enemies, including poverty, and a decisive factor for stability and sustainable growth in the Central Highlands, said the Party Chief.

Addressing the provincial Party Committee’s XIVth congress in Pleiku city on Oct. 4, Party General Secretary Nong Duc Manh said the provincial party committee should, in its 2010-15 term, constantly care for the material and spiritual life of people of all walks of life in the locality, especially ethnic minority people and those living in the former revolutionary bases.

He urged the committee to continue to strengthen its leadership and the combat capacity of its grassroots cells, as well as political systems to promptly deal with local issues.

“Gia Lai needs to make the best use of its advantages in terms of geographical location, roads, air routes, and natural conditions favourable for growing large-scale crops, tourism, and handicraft industries, to create a breakthrough in development in the future and become a socio-economic centre in the Central Highlands northern area,” Manh said.

He also advised the locality to work harder to attract investment from all economic sectors inside and outside the country into industrial and service sectors, as it still has a small economy with low per capita income, under-developed infrastructure, and a high proportion of poor households, which have been seen clearly in rural areas and areas inhabited by ethnic minorities.

In its political report, the provincial Party Committee reported that Gia Lai posted an annual economic growth of 13.6 percent on average in the past five years, ranking among the country’s top 15 provinces in terms of GDP growth rate.

Only 10.8 percent of the locality’s households remain poor while 99 percent of ethnic minority households have been helped to settle down. Per capita income of local people in 2010 tripled that in 2005./.

Authorities set to turn Hue into festival city

Authorities of the central province of Thua Thien-Hue are urged to concentrate on building Hue city into a festival city to help turn their province into a centrally-run city in the 2010-2015 period as planned.

Truong Tan Sang, a Politburo member and Permanent member of the Party Central Committee Secretariat, was speaking at the provincial Party Committee’s 14 th congress for the 2010-2015 term in Hue city on Sept. 6.

In its political report presented at the congress, the provincial Party Committee affirmed that the locality’s annual average GDP growth rate of 12 percent was a prominent achievement in the 2005-2010 period.

As the province continues with its structural economic shift, the tourism industry has become its spearhead economic sector and its per capita income is now over 1,150 USD, the Party Committee reported.

With properly-invested infrastructure, urban areas in the locality have been developing as planned and the people’s living conditions have been improved remarkably, the committee said.

However, Sang pointed out that Thua Thien-Hue has failed to tap its potentials and strength to make its economy grow in a sustainable manner.

As defined for the 2010-2015 period, to become a centrally-run city the locality needs to focus on promoting its urban development and completing and modernising its infrastructure system, Sang said.

The province should boost industrialisation, modernisation and the shift in economic structure and constantly raise the quality, effectiveness and competitiveness of its products and businesses in order to attain speedy and sustainable growth, Sang noted.

He urged Thua Thien-Hue to capitalize on its advantages to develop three centres, based on culture and tourism, education and training, and healthcare.

Sang asked the province to combine its economic development tasks with promoting cultural development, ensuring social welfare, reducing poverty, growing sustainably and protecting the environment.

The Party official underlined the need for the provincial Party Committee to pay special attention to building the Party and strengthening its political system./.

Ha Noi'officials and youth hold road safety campaign

HA NOI — More than 1,500 staff members from Ha Noi's police, employees from the transport sector and youth volunteers yesterday launched the Month of Safe Traffic, which falls in September anually.

The city People's Committee kicked off the month to ensure there is orderly traffic during the 1,000th anniversary of Thang Long-Ha Noi and the city's 15th Party committee congress.

Transport Minister Ho Nghia Dung said adolescents would be the initiative's target group during this year's Month of Safe Traffic.

"Adolescents are the largest driving population currently and the rate of traffic accidents is also the highest among this group," said Dung.

The minister asked participating organisations to target this group when they spread educational information about traffic culture.

He called on various forces across the country to ensure traffic safety during the great anniversary.

During the Month of Safe Traffic, the capital city will carry out a series of activities to rid the city of its traffic problems.

The city will also strictly punish individuals that violate traffic laws and reduce traffic jams and traffic accidents. The city will also work hard to ensure traffic safety during the capital's anniversary and the city's 15th Party committee congress.

Transport inspectors and Ha Noi police will also launch a crackdown to examine the operation of public transportation, taxi services and domestic water transportation during the month. — VNS

Politburo continues with congress preparation

The Party Politburo has pushed provinces and cities in the central region and Central Highlands and central-level agencies to speed up preparations for the National Party Congress scheduled for early next year.

Truong Tan Sang, Politburo member and permanent member of the Communist Party of Vietnam Central Committee’s Secretariat, and several other Politburo members heard elites from Binh Dinh, Dac Lac and Lam Dong provinces and Danang city and central-level agencies report draft resolutions of their Party committees and personnel designation for the next Party term in 2010-15 at separate meetings in Hanoi recently.

Sang praised the four localities for their success in recording double-digit economic growth last year despite global economic challenges.

Along with economic success, these provinces and cities have made great changes for better in social and cultural areas, improving the human resources and reducing the poverty rates, Sang added.

He also lauded their efforts in strengthening the political system, safeguarding the national security and broadening foreign relations.

He reminded the central province of Binh Dinh to take care of agricultural production and rural living conditions and paying attention to resettlements for farmers and narrowing the gap between the rich and the poor.

He advised the coastal province to better tap its maritime economy, intensifying investment in seafood exports and providing support for fishermen operating offshore.

In a working session with Dac Lac province, Sang pointed out its geological advantage as heart of the Central Highlands with great potential in natural resources.

The Party official called on the provincial party committee to make greater efforts in development of party members, recruiting more young, female and ethnic minority members.

The provincial Party committee should uphold the revolutionary vigilance and ensure ideological security in the new stage of development, he urged.

In regard to the Central Highlands province of Lam Dong, where the superb French-styled Dalat mountain resort is located, Sang urged it to tap its advantages to develop tourism. He also called on the province to take care of the environment, especially for the Dong Nai river.

He praised the province for having a good composition of young and female Party members in the local Party leadership. Sang advised the provincial Party committee to expand the Party development to rural areas and enterprise circles.

In a working session with the central city of Danang, Sang urged the municipal Party committee to further improve its personnel capacity to meet an increasing demand for high quality human resources in the next five years.

He asked the city to resort to all means in human resource development to ensure professional, competent and ethical personnel.

“Firm measures should be taken to reform working styles and administrative procedures of the Party in an effort to improve the Party work quality,” Sang emphasised.

The Party secretary asked the Party committee of the central-level agencies to continue fulfilling the role of an advisor on the Party strategy and help Party Central Committee and the State institutionalise the Party resolutions.

He called on the Party organisation to better organise training courses and research in Party resolution.
