Central floods leave 19 dead, 4 missing

Floods have killed 19 people, with four others still missing in the central provinces as of Sunday, according to the Central Committee for Floods Prevention and Control.

Around 100,000 houses were submerged in flood waters, forcing thousands of people to be evacuated from their homes.

On Sunday, severe flooding raised the water level of the Ngan Sau River in Ha Tinh province to 3 meters, higher than the flood peak of the river in 2007.

Floods raged in all parts of the province, with the rainfall reaching more than 800 millimeters in the capital city of Ha Tinh and Hoa Duyet District.

The flood have left seven people dead, three missing, hundreds of isolated villages, and more than 83,500 households inundated.

Tuoi Tre reporters followed the provincial border guard soldiers in a boat to Gia Pho commune in Huong Khe District. When we arrived at the site, only several roofs were spotted among a sea of water.

Some local residents waved their hands through the holes on their roofs, some rowed small boats from their inundated houses to ask for instant noodles. Most of them said they were in need of fresh water.

Nguyen Hung Tien, one of the residents, said the villagers slept on the roofs last night, using rain coats as blankets.

Le Tran Sang, vice chairman of Huong Khe District People’s Committee, said the district had 18,000 inundated houses. A suspension bridge was washed away by floods on Saturday.

Ha Tinh province’s authorities have sent helicopters to supply food to resident in the Huong Khe District.

In Nghe An province, heavy rains with the rainfall of 700-800 millimeters submerged five districts, and isolated nine communes. The province has reported eight deaths and 15,000 inundated houses.

Quang Binh province has reported four deaths and one missing people.

Nguyen Van Binh, deputy director of the Hanoi Passenger Railway Company, said around 3,000 passengers in 12 trains were stranded at the stations in Vinh City and Dong Hoi town.

Earlier, on Saturday, flood waters completely shut down operations of the North-South railway from Vinh to Dong Hoi.

Railway authorities have sent 60 buses to carry passengers from Vinh to Dong Hoi and the other way round. But some buses had to stop as several sections of the National Highway 1A were deeply flooded.

Floods batter central Vietnam; 18 dead and missing

Floods have claimed 16 lives and left two missing in north central provinces as of Monday, according to the Central Committee for Floods Prevention and Control.

It said the central province of Ha Tinh, Quang Binh, Quang Tri and Thua Thien - Hue provinces are the hardest hit.

Ha Tinh province recorded the worst toll with four people dead and two still missing. Nghe An has reported four deaths, including two killed by lightning.

Neighboring Quang Binh and Quang Tri provinces reported a combined eight deaths.

Ha Tinh’s 29 communes being isolated

Floods were still raging in the two mountainous districts of Huong Khe and Vu Quang as of late Monday. Four were confirmed dead and two missing, and more than 50,000 houses were flooded and isolated.

In Huong Khe district, thousands of houses submerged in water. The roads to 17 communes along the Ngan Sau River were completely divided.

Residents of Loc Yen commune had to use boats to travel to the town, which is around 7 kilometers away from their villages, to buy food. "We had to travel by boats over the last two days," said Tran Dinh Lam, chairman of Loc Yen Commune People’s Committee.

People in Loc Yen, Huong Do, Phuc Trach, and Huong Trach communes have another fear: the rupture of Ho Ho hydropower plant. Many people say the risk of a broken hydropower dam is growing. They are living in fear, as a "giant water bag" is hanging over the heads of more than 70,000 residents.

"People are living in panic," said Le Van Son of Huong Trach commune. On Sunday evening, they are thrilled with the information reported from the plant. When they heard the water level has decreased, people breathed a sign of relief.

According to the provincial Department of Dyke Management and Flood Control, the dam is still safe.

As of last night, Huong Khe district has reported two dead and two missing people. Flood waters have isolated 17 communes with 16,520 households.

In Vu Quang district, 12 villages have been flooded, including seven being severely flooded. A kindergarten in Duc Bong commune collapsed due to landslides. Two primary students in Huong Son district were killed by flood waters.

On Monday, Huong Khe District People's Committee distributed two tons of instant noodles and 500 bottles of water to affected residents.

Quang Binh: Gianh River submerges villages

"What a huge flooding. No predictions about the floods have been made before hand,” said Dang Tien Dung, deputy director of Quang Binh Province Department of Agriculture and Rural Development.

“The rainfall in Minh Hoa district has reached 1,171 millimeters, which is higher than the average rainfall of the whole province in a year,” he said.

Heavy rains caused sudden floods on the Gianh river. Tuyen Hoa district had to relocate 1,200 households with 4,500 inhabitants. More than 7,000 houses were flooded, and two houses in Thanh Hoa commune were washed down. Nine ships were swept away by flood waters on the river.

Riverside villages in Tuyen Hoa district were immersed in mud-like red waters. The water levels in the province's rivers had reached their peaks and were receding slowly.

The floods submerged around 8,000 houses, 1,000 of which by more than 1 meter deep. Five houses collapsed and 80 percent of schools and agencies in the area were underwater.

Heavy downpours blocked roads in many areas and isolated Tuyen Hoa, Minh Hoa, Le Thuy and Quang Ninh districts.

More than 370 households located on the flood plain had been relocated.

Floods rage in other provinces

In Quang Tri Province, heavy rainfall destroyed 36 houses, seriously damaged two drainage systems and blocked main roads including Highway No.9 and Ho Chi Minh Road.

More than 1,000 hectares of subsidiary crops in Thua Thien-Hue Province were swept away and hundreds of hectares of aquaculture breeding facilities flooded.

About 20,000 people may have to be evacuated from the flood-prone areas if the torrential rains do not stop in the next few days. Currently, more than 3,000 houses are submerged.

At least five fishing vessels have sunk and three fishermen are missing due to heavy rainfall and strong winds in Nghe An Province.

The Central Steering Committee for Floods Prevention and Control told localities to re-examine residential areas in low-lying areas and relocate them if necessary. It also asked the provinces to take control on flooded roads and instruct road users and vehicles.

The Ministry of Industry and Trade was requested to promptly take measures on the Ho Ho hydropower dam to ensure the safety of surrounding households.

Meteorologists warned of possible flash floods and landslides in submerged and low-lying areas from Ha Tinh to Thua Thien-Hue.

Director of the center Bui Minh Tang said a low pressure, which had slowly moved west-northwest, was likely to increase in the next few days and would continue to bring heavy rainfall to the region.

Heavy downpours were forecast from Nghe An to Quang Tri and a cold spell was likely to occur in northern provinces in the upcoming days.

Floods kill 5 in central Vietnam

Floods caused by torrential rains have hit the central provinces over the last four days, killing at least five and leaving three others missing.

On Sunday thousands of central residents were evacuated when the rainfall hit the record 610 millimeters in several areas.

In Ha Tinh province, the rainfall hit 300-400 millimeters in several areas, with heavy rains in Huong Khe and Vu Quang districts leaving six communes completely isolated.

Roads linking Duc Tho and Vu Quang districts were deeply submerged, and residents had to use boats for traveling. Vu Quang district authorities have evacuated 800 households living in the landslide-prone places to safer places.

On Sunday, the water level of Ha Tinh’s Ho Ho hydropower plant was over 4 million cubic meters. Water submerged more than 1 meter over the dam surface, putting it at the risk of rupture and threatening more than 8,000 people from 14 communes lying along the Ngan Sau river (Huong Khe district).

Vice Chairman Tran Minh Ky of Ha Tinh province has asked hydropower plant managers to find ways to release flood waters to prevent the dam from breaking.

Ha Tinh province is sending rescue forces to 14 communes in Huong Khe district affected by hydropower reservoir for emergency relocation of 8,000 people during the night.

Huong Khe district has reported one dead and three missing people.

In Quang Binh province, more than 3,000 houses were deeply submerged. Le Nam Giang, Vice Chairman of Tuyen Hoa district (Quang Binh), said the district had nearly 3,000 homes in Chau Hoa, Duc Hoa, Hoa Mai districts along the Gianh river flooded 0.4-1 meter.

Nearly 1,000 households in the communes have relocated to higher areas. The part from Highway 1A to the international Cha Lo border gate was flooded to 1 meter, causing traffic breakdown. Many communes in Tuyen Hoa district were still divided.

At Dong Hoi station, there was still no sign of resumption for the north – south railway, according to Nguyen Thanh Khanh, deputy director of the station.

On Sunday, two trains with some 600 passengers had to stay at the station after the railway was flooded.

In Quang Tri province, water level at local rivers kept rising, making residents unable to handle. According to initial statistics, more than 2,000 households were flooded in Hai Lang district.

The district’s Committee for Floods and Storms Prevention and Control has evacuated 330 households out of dangerous areas. In Cam Lo district, dozens of farmers in Cam Tuyen commune, Cam Lo town along Hieu river were submerged in heavy floods.

In Quang Tri town, flood water has reached alarming level, claiming the properties of hundreds of river-side residents. Meanwhile, the province has reported one fatality caused by flooding.

In Thua Thien – Hue province, many national highways and provincial roads were divided due to flooding. On Sunday, dozens of roads in Hue city were flooded up to 1 meter deep in several places.

In Phong Dien district, a whirlwind swept away many roofs and fallen trees. Heavy rains submerged the irrigation lakes and hydropower reservoirs in the province.

In Nghe An province, floods swept away one student, and two farmers were killed by lightning. A ship with 850 tons of cement and more than 3,000 liters of oil sank into the sea; eight sailors were rescued.

According to Bui Minh Tang, Director of the Central Hydro-meteorological Forecast Center, a depression is forming off the coast of Quang Nam - Binh Thuan provinces, and is predicted to get stronger in the next few days.

In addition, cold air that has affected northern provinces will continue to slam into the central coast. The cold air associated with the depression may bring heavy rains to the provinces from Nghe An to Binh Thuan, he said.

The center forecast flood waters in the rivers from Ha Tinh to Thua Thien - Hue provinces will continue to rise.
