Hanoi police seize huge stockpile of wildlife parts

Hanoi police seize huge stockpile of wildlife partsPolice seized eight tiger skeletons, three panther heads, 560 gall bladders and more than 700 kilograms of wildlife parts in a raid on two houses in Hanoi, Wednesday night.

The stockpile is estimated to be worth billions of Vietnamese Dong on the black market.

Hanoi police searched the houses belonging to Nguyen The Gioi, 54, after they caught two men transporting panther and chamois bones on the city street earlier that same day.

Police also came upon an area to process animal bones into glue and to dry gall, and 300 pieces of glue ready for sale.

Gioi, his wife and five other people involved in the trafficking ring have been detained by the police.

Authorities say they were tipped off about the ring's activities in early June. The tipster alledged that the ring had been dealing in wildlife bile and bone glue, which are key ingredients in Chinese medicinal tonics.

The ring is based in Hanoi and has members working in many cities and provinces, according to first observation by the unit.

Officials suspect that this might be the biggest wildlife bone and tusk trafficking ring ever busted in Hanoi. Police say the investigation continues to be underway.

Hanoi police nab 'development' con

Hanoi police said Friday that they have arrested a woman for probing allegations she had cheated a variety of individuals and organizations, including government agencies, across the country.

Investigations showed that Nguyen Thi Quy Huyen, director of My-Viet Company, which was opened in Hanoi in 2001 to provide investment consultancy services, boasted that her company was the representative of US-owned Global Hope Fund – a NGO seeking to aid suburban localities in Vietnam.

The 66-year-old woman, who used to work as a teacher before going to Russia and coming back later, would ask her partners to sign consultancy contracts and give her a deposit of between tens and hundreds of millions of dong.

However, after receiving the money, she would drop the projects giving various excuses, police said, adding that they found no foreign organization called Global Hope Fund was licensed to operate in Vietnam.

To convince her victims, Huyen showed them photos of herself with high-ranking officials, as well as documents showing her property was worth about US$50 million, according to the police. She would also travel in hired luxurious cars and even a helicopter to gain their trust, they added.

Initial investigations show that in 2008, Huyen signed a contract with the northern province of Hung Yen’s Association of Medium and Small Businesses to provide consultancy services on projects to build a high school and a hospital.

She then received VND160 million ($8,217) and $1,300 in deposit from Cao Hong Thanh, vice chairman of the association, but didn’t make any progress on the projects, police said.

She allegedly used the same trick to cheat Dac So Commune’s People’s Committee in Ha Tay Province (now part of Hanoi) out of VND30 million and over VND660 million from other local organizations.

Police said since April they have received hundreds of letters accusing Huyen of cheating them, and they were yet to compile complete statistics on the victims and their losses.

Further investigation is ongoing, police said.

Hanoi officials and youth hold road safety campaign

More than 1,500 staff members from Hanoi's police, employees from the transport sector and youth volunteers on August 29 launched the Month of Safe Traffic, which falls in September anually.

The city People's Committee kicked off the month to ensure there is orderly traffic during the 1,000th anniversary of Thang Long-Hanoi and the city's 15th Party committee congress.

Transport Minister Ho Nghia Dung said young people would be the initiative's target group during this year's Month of Safe Traffic.

"Young people are the largest driving population currently and the rate of traffic accidents is also the highest among this group," said Dung.

The minister asked participating organisations to target this group when they spread educational information about traffic culture.

He called on various forces across the country to ensure traffic safety during the great anniversary.

During the Month of Safe Traffic, the capital city will carry out a series of activities to rid the city of its traffic problems.

The city will also strictly punish individuals that violate traffic laws and reduce traffic jams and traffic accidents. The city will also work hard to ensure traffic safety during the capital's anniversary and the city's 15th Party committee congress.

Transport inspectors and Hanoi police will also launch a crackdown to examine the operation of public transportation, taxi services and domestic water transportation during the month./.
