Party leader meets Women's Unions

HA NOI — Vietnamese and Lao Women's Unions should continue to work together on implementing joint agreements, increasing delegate exchanges and promoting national construction and defence, Party General Secretary Nong Duc Manh has said.

Manh made his request while receiving President of the Lao Women's Union (LWU) Sisay Leuded-mounsone, who is attending the 14th ASEAN Council of Women's Organisations (ACWO) General Assembly in Ha Noi.

Manh added that the LWU delegation's visit was a demonstration of Laos's support for Viet Nam's chair of ASEAN.

The Party leader spoke highly of the co-operation between the Vietnamese and Lao women's unions, which he said had contributed to deepening the special relationship between the two countries.

The Vietnamese Party, State and people always attached great significance to Viet Nam-Laos special relations, which have led to prosperity, peace and development in the region and the world, he said.

Manh asked Leudedmounsone to convey his regards to Choummaly Saysone, general secretary of the Central Committee of the Lao People's Revolutionary Party and president of the country.

Leudedmounsone congratulated the Vietnamese people on the country's renewal and said she hoped Viet Nam would successfully implement the Resolution of the 10th National Party Congress.

She thanked the Vietnamese Party, State and people for the invaluable assistance they had given Laos, and said she highly appreciated the work the country had done in organising the 14th ACWO General Assembly. She added that it was an important forum for ASEAN women to exchange opinions, enhance mutual understanding and boost co-operation.

Praise for female deputies

On the same day, the Party leader met National Assembly female deputies on the occasion of the 80th anniversary of the Viet Nam Women's Union.

He applauded the contribution made by female deputies to law building in the country and praised the work of female lawmakers who had formed themselves into a group on May 15, 2008, in order to promote gender equality and women's issues.

Manh said promoting equality among the sexes had been the policy of the Party since its formation. He stressed that the Party would strive to increase the number of female deputies in the next National Assembly to at least 30 per cent.

Truong Thi Mai, president of the Vietnamese female parliamentary group, said 100 female deputies now belonged to the group. — VNS

VNA attends meeting of world news agencies

BUENOS AIRES — Vietnam News Agency (VNA) General Director Tran Mai Huong was among 150 chiefs and senior staff members from 68 news agencies to attend the opening of the third World Congress of News Agencies in Buenos Aires on Tuesday.

Argentinean President Cristina Fernandez highlighted the importance of the accuracy of news in the internet era. She called on news agencies to play an active role in the battle against biased and subjective information, while continuing to modernise their operations to stay on pace with the constantly evolving world.

Alex Grijelmo, president of the Spanish News Agency (EFE) and chairman of the World Council of News Agencies, asked participants to consider a deal regarding copyrights among major news providers in an effort to curb rampant illegal re-publication.

News agencies were said to be the providers of two-thirds of the daily world news.

The VNA delegation, led by Huong, is expected to hold meetings with foreign counterparts on the sidelines of the congress, which is due to close on October 22, to boost bilateral cooperation. — VNS

HA NOI — The situation of online game addicts was not as serious as the mass media had warned, a recent survey purports to show.

The survey, by the Viet Nam Institute of Social Science, claims to prove that while onlines games are highly popular with students, there is a low rate of addiction among them.

The institute's random check on 1,400 people in six main cities and provinces showed that only 5.2 per cent showed signs of game addiction, such as playing for increasing amounts of time, lying to friends and family to conceal their activities and feeling irritable when trying to cut down on playing games.

Findings of the one-month survey, made public on Tuesday, revealed that more than 71 per cent of people aged under 20 play online games.

Secondary school students between 16 and 20 years old were the largest group of players, accounting for 42 per cent of the total.

However, school students only ranked third in hours of daily online gaming. First position was taken by white-collar workers and second by unemployed and low-income people.

Each player was reported to spend more than 12 hours a week on online games. More than 53 per cent of school students spent less than 10 hours per week.

The study reported that only 0.3 per cent of players admitted to playing games between 11pm to 6am. Most chose internet shops for their playing activities.

Although more than half said they felt relaxed after playing games, online games were not their favourite entertainment. Nearly 95 per cent chose other activities to spend their free time.

Dr Tran Hoa Binh who chaired the research said the survey the first of its kind in Viet Nam, would provide a firm foundation for the Government to base its online game management policies on.

Binh said the survey was implemented in Ha Noi, HCM City, Da Nang and Can Tho cities, and Dong Nai and Hai Duong provinces.

He said online games could seriously affect players' time, money and health if they failed to keep control. He said it was also necessary for strict controls on internet shops.

On Tuesday, HCM City's Department of Information and Telecommunication sent messages to 18 online game suppliers to require them to stop supplying services to internet shops between 10pm to 8am from Monday.

Earlier, these suppliers were asked to cut down internet services to internet shops within 200 metres of schools. — VNS

South Korean firms employ 5,000 VN workers this year

HA NOI — The Ministry of Labour, Invalids and Social Affairs (MOLISA) announced that more than 5,000 Vietnamese workers had been hired by South Korean employers to work in Korea since the beginning of the year.

While there are only half as many workers employed in South Korea as there were in 2008, ministry officials believe it is a positive sign that the overseas job market is improving despite the global economic downturn.

Pham Van Minh, director of the Overseas Employment Centre under MoLISA's Overseas Employment Management Department, said that the increasing demand for work in South Korea had prompted the ministry to organise two Korean language tests, instead of one as usual, for candidates this year.

"Only candidates that passed the language exam are qualified to apply for jobs in Korea," said Nguyen Ngoc Quynh, head of the Overseas Employment Management Department.

The multiple-choice Korean language test was organised in four cities and provinces including Ha Noi, Nghe An, Da Nang and HCM City earlier this month. More than 27,000 candidates were qualified to take the test. Most candidates applied for industrial jobs, construction work and agricultural positions.

Quynh said the test results would be provided by Korean officials in early November.

Jung Ill Sung, head of Korea's Migrant Workers Management Department, said about 80 per cent of the people who passed the exam would be hired by Korean employers.

The Overseas Employment Office reported that since August 2004, 47,533 people have been sent to work in South Korea. — VNS

Women vow to boost equality

HA NOI — The ASEAN Council of Women's Organisations (ACWO) General Assembly wrapped up yesterday, passing a resolution in which member countries committed to enhancing the participation and contributions of women to the development of each country and region.

They also promised to boost the realisation of the Government's commitments in promoting gender equality and women's advancement.

The General Assembly also called for an increase in ASEAN women's involvement in business affairs, information technology and digital telecommunications development, and in ensuring sustainable development aligns with the objectives and principles stated in the ASEAN charters related to women.

ACWO were highly appreciative and wished the governments of the ASEAN+3 countries would form a mechanism to foster regional co-operation to uplift women power and raise the participation and contribution of women in economics, food security, food safety, environmental protection, climate change responses, the prevention of domestic violence, labour immigration and human trafficking.

ACWO members committed to implementing the resolution in the spirit of friendship and co-operation for peace, prosperity and sustainability in the region.

In the closing ceremony, chairwoman of the Viet Nam Women's Union Nguyen Thi Thanh Hoa, who was also the ACWO President from 2008 to 2010, handed over her regional position to the chairwoman of Indonesia's National Council of Women's Organ-isations for the 2010-12 period.

Hoa said she believed Indonesia's National Council of Women's Organisations, one of ACWO's founders, would successfully complete its tasks in the upcoming tenure. — VNS

HA TINH — The Government will ensure there is sufficient food for those affected by floods in the central provinces, Prime Minister Nguyen Tan Dung said while visiting Ha Tinh yesterday.

After helping to distribute relief aid, the Prime Minister met provincial Party Committee officials.

Dung extended his deepest sympathies to those affected by the floods, which have caused financial losses estimated at VND700 billion (US$36 million) in 22 communes.

The Party and State would do everything to help victims quickly overcome the consequences of the disaster and normalise their lives, he said.

Dung urged the provinces of Ha Tinh, Quang Binh and Nghe An to continue their search and rescue operations. He urged officials to ensure flood victims had enough food and said they should mobilise all their resources to help repair houses and prevent the spread of disease.

If any province allowed its people in flooded areas to go hungry, its leaders would be held responsible to the Party and State, he said.

Ha Tinh has reported financial losses of nearly VND5.4 trillion ($270 million). Floods killed 21 people and injured 26 in the province. One person is still missing. More than 175,000 houses are still submerged.

The Prime Minister said VND660 billion had been allocated from the State budget to help flood victims. In addition, 11,000 tonnes of rice from the national reserve and five tonnes of instant noodles and dry provisions would be distributed to flood victims, he said.

The National Committee for Search and Rescue and the Ministry of National Defence have mobilised 19,000 soldiers, policemen and militiamen to help flood victims. In addition, 392 small boats, one helicopter and seven electric generators have been made available.

Yesterday, officials from the Office of the President and National Assembly deputies contributed money to flood victims.

Meanwhile, overseas Vietnamese in the US state of Texas have donated $50,000 to flood victims.

In addition, 11 international organisations have pledged emergency aid of $450,000.

According to a report by the National Steering Committee for Flood and Storm Prevention and Control, the recent flood death toll were in 46. Of those, 16 deaths took place in Nghe An Province, 21 in Ha Tinh Province, eight in Quang Binh Province and one in Thanh Hoa Province.

There are still 21 people missing.

Monitoring losses

The Government on Tuesday decided to spend VND70 billion ($3.6 million) from the State budget to help flood victims in Nghe An, Ha Tinh and Quang Tri.

The Prime Minister also assigned the Finance Ministry to use VND25 billion ($1.2 million) from the State budget to subsidise flood victims and help them restore their daily lives and production.

The Ministry of Labour, Invalids and Social Affairs will continue monitoring losses caused by the floods in the central provinces and regularly update reports to the Government.

Deputy head of Sai Gon Railway Station Nguyen Van Thanh said the station would transport all goods donated for flood victims in the central region for free, from now until the end of October.

Typhoon Megi, the sixth of this year, is moving between northwest and north and is forecast to land in Hong Kong on Saturday, according to the National Hydro-meteorological Forecast Centre.

The eye of the typhoon is expected to be at 18.9 degree north and 116.9 east at 1pm today, around 540km from the northeast of the Hoang Sa (Paracel) archipelago with wind gusts of between 167-183 kph.

Flood donations

Donations for flood victims can be transferred to Viet Nam News via account numbers 001.1.37.2310047 for USD and 001.1.00.2310028 for Vietnamese dong at the Viet Nam Commercial Bank. All the money will be then transferred to the Viet Nam Fatherland Front and used to support flood victims.

It is forecast to be at 20.8 degree north and 116.9 degree east at 1pm on Saturday, around 490km from the Southeast of Hong Kong.

The typhoon would cause force 11 and 12 Beaufort Scale gusts in the eastern part of the East Sea and waves of between 12-14m, warned the centre.

The Hoang Sa archipelago would also be affected by rough seas and strong winds.

Central Quang Ngai Province's border guard post said all local vessels operating offshore from the Hoang Sa archipelago have safely entered storm shelters.

Fog has appeared in a number of Mekong Delta localities in recent days in early morning which has shortened visibility to 50-100m.

Deputy director of Tien Giang Province's Hydrometeorological Forecast Centre Vo Van Rong said different fog spells appeared in the region as a result of typhoon Megi and would last between 2-3 days.

Deputy chairman of the Ha Tinh Province's People's Committee Nguyen Nhat said rescue workers had found the coach that was swept away in floods on Monday.

The coach, which was carrying 37 passengers, was found 300 metres away from the National Highway 1A in the Lam River.

Rescue teams are still trying to recover the coach.

Air services resume

Vietnam Airlines on Tuesday resumed normal service to the flood-battered central region.

It had suspended 34 flights from and to Chu Lai Airport in Quang Nam Province and Vinh Airport in Nghe An Province on safety grounds.

The carrier said it was monitoring information about Typhoon Megi which is now over the East Sea with winds of up to 130 kmph. It is forecast to move north to Hong Kong.

Road safety group calls for zero tolerance for drunk drivingAlcohol impairment is a major risk factor in Vietnam that cannot be tolerated, said the Global Road Safety Partnership, an organization working towards improving road safety.

“A zero-tolerance approach to enforcing legislation that gets alcohol-impaired drivers and riders off the road before someone is injured or killed is one of the most effective of road safety interventions,” Gayle DiPietro, a GRSP official, said in a statement released Monday.

The organization is coordinating with the Vietnam National and Provincial Traffic Safety Committees and the World Health Organization to organize a road safety workshop in the northern provice of Ha Nam from October 18-20.

It is part of a global program to improve road safety for ten countries with the highest burdens of traffic injury.

Last month, the group held a training workshop at the People’s Police Academy in Hanoi, focusing on enhanced enforcement strategies, tactics and procedures for the effective prevention of drinking and driving, including the use of alcohol breathalyzers.
